Foreign mail from New Orleans Via Tampico. The New Orleans Picayune, of Friday last, says that an important arrangement has been made by Mr. Antonio Costa, of that city, with the advice and approval of the Postmaster, for the establishment of a regular monthly mail between New Orleans and the Mexican port of Tampico, to connect with the British mail steamers that regularly touch at that port. Mail carriers have been appointed, and, in the charge of one of them, 1,233 letters left this city on the 10th instant. Another will close on the 9th of November, proximo, at 3 P. M., and leave next morning; and the third on the 10th of December following. These mails will be sent semi-monthly, as soon as the proper arrangements can be made.
