all the steamers and other vessels were gaily decorated with flags, the Marine Guard and Marine Band appeared in full uniform, whilst the latter performed admirably several national airs. At the appointed hour, President Lincoln, accompanied by his accomplished lady and her sister, Mrs. Edwards, arrived in their carriage, which at once continued through the principal gateway and along the thoroughfare to the wharf. They were soon followed by the honorable Secretary of State, with Mr. F. W. Seward, assistant Secretary, and his lady. The French Minister was also in prompt attendance, and the party were received in handsome style by Captain Dahlgren, the gallant and scientific commander of our great naval station. President Lincoln alighted from his carriage, but his wife and Mrs. Edwards remained seated during the entire ceremony. Admiral Reynard, of the French navy, wholly unaware of this contemplated visit, happened to arrive here from New York about noon. He imm
