When the giddy-giddy-gout Legislature of Carlile and Pierpont was considering the question of dissolving the State and forming "New Virginia" out of the West, according to their original programme,was absolutely indispensable for the protection of the holders of the bonds of the State. Carlile is a rascal and so is Pierpont; but they had not thought of the monstrous assumption of taking upon themselves the authority of the whole State.
