When the giddy-giddy-gout Legislature of Carlile and Pierpont was considering the question of dissolving the State and forming "New Virginia" out of the West, according to their original programme,was absolutely indispensable for the protection of the holders of the bonds of the State.
Carlile is a rascal and so is Pierpont; but they had not thought of the monstrous assumption of taking upon themselves the authority of the whole State.
Therer the idea that the grand victories of the Federalists in Virginia and the march "to Richmond" would back up Carlile and Pierpont and make good the law for the payment of the bonds issued by Virginia, they contrived to produce some sensation in the stheir new clothes, and eaten and drank their bellies full, they began to think that they were really a Government.
