A Decision against Provost marshals. --Judge Lochrane, of Macon, Georgia, in a habeas corpus case, last week, decided, most emphatically, that provost marshals, by the law of our land, have no right to arrest persons outside of the army and navy. If they take such authority, it is an arbitrary assumption of powes. Citizens can only be arrested upon warrants issued upon oath, and can only be arrested by civil officers, and be tried before civil courts. These rights are guaranteed in the Constitution, and it can only be altered by the people.
