States soldiers detained as prisoners in Richmond, having been released on taking an oath not to bear arms against the States in rebellion, an equal number of the prisoners of war taken from those States, now continued in Washington and New York harbor, will be released on taking the prescribed oath of allegiance to the United States, or an oath not to engage in arms against the United States.
