On motion of Mr. Johnson, the vote on the bill in relation to the organization of hands of Partisan Rangers, was reconsidered. Mr. JohnsonMr. Johnson then moved to add the following as an additional section: That the President be, and he is hereby, authorized and empowered, whenever in his opinion it would promote the public good, to receive into the service regiments or battalions which have bean announcement that that section was to be given up to the enemy. Mr. Johnson, of Va., submitted the following as a substitute: Resolved, That the Committee of Ways and Means be instructed to report to this House, at the earliest mo which will yield at least fifty millions of dollars of revenue. Mr. Boyce, of South Carolina, offered the following as a substitute for the resolution of Mr. Johnson: Resolved, That the Committee of Ways and Means be instructed to report a bill for a comprehensive system of internal taxation, and authorizing the Secretates. The question was upon the resolution of Mr. Boyce, and the vote being taken, it was rejected. The question then recurred upon the resolution of Mr. Johnson and it was also rejected. Castle Thunder items --Henry Swalmeyer, member of company A, 15th Virginia regiment, was arrested yesterday afternoon by the Confederate detectives, and looked up in Castle Thunder. Swalmeyer has been absent from his company over twelve months, and it is believed has been in the city the most of the time. He was a resident of Richmond at the time he entered the service, and was formerly engaged in mercantile pursuits here. When arrested he was in the neighborhood of his residence, and gave the detectives a pretty good run before they could catch him. William Wright, slave of Robert Lane, of King and Queen, and Jim Johnson, slave of Dr. Maye, of Powhatan, were arrested by detectives Weathersford and Reese yesterday, charged with stealing a large lot of blankets, sheets, &c., from the C S Medical Purveyor's store. The stolen articles were found in a room occupied by these negroes, and in their trunks were found upwards of sixty keys of various descriptions.
as if she was propelled by steam, testified that Bill Jackson acknowledged stealing the money and watch from her daughter Minerva's trunk, and said that he had spent some of the funds, but what was left of it he had given to his mother; the watch was at his aunt's. The accused was ordered to be well whipped. Sally, slave of H. W. Fry, was also whipped for stealing meat from the Second Market. James Simpson was fined for dealing with negroes without permission from their owners. William Wright slave of Robert Land, of King and Queen, and Jim Johnson, slave of Dr Mayo, of Powhatan, arrested on the charge of stealing a large lot of bed quilts, shirts, blankets, &c, from the Medical Purveyor's Department, were called for a hearing. In the room occupied by these negroes the stolen articles were found, as well as about a half measure of keys of every description. There being no doubt of the guilt of the parties, the case was sent on for examination before the Hustings Court.
