stating that he had high military authority for believing that the policy recommended in the resolution was the true policy of our Government. He alluded to a conversation with General Beauregard, and he knew that that gallant officer was in favor of such a policy. He spoke of an interesting occasion where that officer declared that he would plant the Confederate flag on the monument in Baltimore. He had heard that the President was surprised that our army did not go as far even as Hill, and that he was in favor of the occupation of Paducah by our forces. The policy of the English Government in the Crimean war had been changed, by the exposure of official incompetency, and such as exposure he deemed necessary now in the ar and Navy departments of this Government. He wanted men of intellect and experience in these Departments. He desired the President to be surrounded by a body of chieftains capable of relieving him of a portion of the heavy burdens that rested upon him. A
City Council. --A called meeting of the City Council was held at 4 o'clock, on yesterday evening, at the City Hall. Present: David J. Saunders, President; James M. Talbot, N. B. Hill, David J. Burr, Peachy R. Grattan, Fleming Griffin, Thomas C. Epps, James H. Scott, George K. Crutchfield, and Thomas H. Wynne. Mr. Scott presented an application, in the name of John H. Greanor, for the allowance of the ten per cent. (amounting to $38.08) in his tax bill of 1861 --said party having been absett, the communication of the Mayor and Major Archer were referred to the Committee on Defences, with authority, if deemed expedient, to purchase the guns and harness, and report in regard to the other matters therein contained. On motion of Mr. Hill, Mr. Scott was added to the Committee on City Defences. A communication was read from Charles G. His clothing is a black coat and plaid summer pants I bought him at Dickinson & Hill's auction room on Tuesday. He was brought here by a gentleman named Thos. G. Neal, of North Carolina.
