Mr. Hill made a statement to the Council that in fixing an ordinance, some time since, regulating the charges for hacks, drays, wagons, &c., the committee failed to insert the penalty for violation of any of its clauses. An amendment to the ordinance was there upon adopted, supplying the omission by inserting a penalty of not less than $5 nor more than $20 for any such violation. A statement was made by Mr. Scott that he had, at the request of a man named Eddins, agreed to present a petition asking the use of Military Hall for the purpose of holding a ball therein. He was proceeding to express his disapprobation of granting any such petition, when Mr. Randolph arose and moved an adjournment, on the ground that there were other matters (outside) to attend to of more importance than the granting of the use of public property for such purposes as a private ball. His motion was agreed to, and the Council thereupon adjourned.
