From the North. Petersburg, Sept. 10. --Baltimore and New York dates of the 6th inst., just received. A dispatch from Cincinnati dated Saturday morning says: Great preparations are making there to receive the rebels should they advance. Smith's army was twelve miles north of Cynthia, Ky., Friday, at . There was great excitement in Baltimore, fearing the approach of the rebels; but a personal reconnaissance Friday, by Gen.
