peaker ruled that the proposition of Mr. Haymond was out of order, as the bill could only be amended by way of a ryder. Haymond moved to postpone indefinitely; and the same being opposed by Messrs. Hackley and Anderson, was withdrawn. Mr. Cowan moved to lay the bill on the table. In doing so, he said, year after year I have voted appropriations providing for the defence of the Commonwealth, and when this bill passed this House I was in favor of it--now I am opposed to it. Sir, the sof Virginians will defend themselves. Messrs. Bassell, Caperton, and others, spoke eloquently in favor of an immediate vote on the bill. Sundry Western members, including Mr. Boreman, indulged in the same style of remark as Messrs. Crane and Cowan. The House agreed to allow Mr. Kemper to withdraw his motion for an indefinite postponement. Mr. Carpenter called the previous question on laying on the table. Indefinitely Postponed.--The House proceeded to the consideration of Senate bill incorporating the Queen's Point Division, No. 28, of the Sons of Temperance, in the county of Hampshire. Mr. Gibson moved that the bill be read the third time. Pending the consideration of which Mr. Duckwall moved the indefinite postponement of the bill, (in order to allow him to speak thereon,) and the question being on agreeing thereto, Mr. Cowan demanded the previous question, which was sustained by the House, and being put, was decided in the affirmative. Petition.--Mr. Edwards presented the petition of Alexander Nowlin, of Franklin county, for remission of a fine. M., and sit all day, taking 20 minutes recess at 1 o'clock P. M. Not considered. Duckwall, Yerby, Rives, and others, and defeated on a call of the roll. Extra Compensation.--Mr. Cowan moved to reconsider the vote ordering to its engrossment a bill giving compensation to Wm. F. Gordon and Shelton C. Davis, of $10 per day, for services rendered as Clerks to the Houses of the Legislature during the extra session.--The motion was agreed to. Mr. Cowan then moved to strike out ten dollars and insert six, which was amended, on motion of Mr. McKenzie, by inserting eight.
