Congressional. Washington, December 14. --Mr. Brown offered a resolution instructing the Judiciary Committee to inquire into the expediency of providing by law for the adoption of the eight-hour system of all labor within the jurisdiction of Congress whenever practicable. Mr. Foot announced the death of Hon. Jacob Collamer, concluding by offering the usual resolutions of respect to the memory of of the deceased.
