d. Mr. Taylor, of La., presented the Ordinance of Secession of his State, which was read. In his remarks he intimated that amendments to the Constitution would have the effect of restoring her to the Union, but that the resolutions of the Committee of Thirty-Three would not be accepted as an adjustment. He sustained the seceding States in holding the Federal property therein. He gave warning that any attempt at the coercion of any seceding State would unite all in resistance.
