Federal account of a naval engagement. Cairo, Sept. 11.
--The gunboats Conestoga and Lexington, while reconnoitering down the Mississippi, encountered a battery of sixteen guns at Lucas's Bend, on the Missouri shore, and two Confederate gunboats.
The Conestoga and Lexington silenced the battery, and then withdrew under the guns at Columbus.
There are not less than 15,000 Confederates in Columbus, and they were largely reinforced on yesterday.

Action of the Kentucky Legislature. Frankfort, Ky., Sept. 11.
--The House of Representatives have adopted a resolution directing the Governor to issue his proclamation ordering the Confederates to evacuate their forces from the soil of Kentucky.
The resolution was adopted by a vote of 71 to 26.
The House refused to suspend the rules to allow the resolution to be so amended as to direct the Federal and Confederate troops to evacuate the State.

--The steamers R. Spalding and Baltimore are on route to Fort Hatteras.
The steamship Jamestown has arrived from the Florida blockade.
She brought no news.
General Reynolds has been appointed to the command at Fort Hatteras.

--The Republican Convention called by Simeon Draper has been generally favorably received, with fair prospects in favor of harmony and union between the two parties.
