nty-nine men from this battery serving at Fort Fisher nineteen were killed and wounded, and I regret to state that some have since died. Lieutenants Armstrong and Dornin came down as volunteers. Anderson, Assistant Adjutant and Inspector-General, Headquarters Department of North Carolina: Colonel: For the information of the general commanding, I forward the report of Colonel Lamb, commanding Fort Fisher in the action of the 24th and 25th: On receiving the information, at 1 P. M., on the 24th, that the fleet was moving in to take position, I at once ordered a steamer, and reporting to the headquarters, proceeded to the point of attack, rea
jected when they arrive at the general rendezvous; and in many cases the town or county agent, broker, runner, and recruit, combine in the employment of every artifice to conceal the defects and incapacity of the recruit before enlistment; and after the credit has been obtained and the bounty divided, assist him to magnify his disabilities and wrongs, that he may be discharged, and they permitted to use him again — to fill the quotas. "At this post alone, during the quarter ending December 31, 1864, forty-five recruits were discharged upon examination by a "board of inspectors" for utter worthlessness, to wit: seventeen for immaturity, three for old age, seven for chronic diseases, two for deformities, three for hernia, eight for epilepsy, three for asthma, and two for insanity. A large number of others were, for similar causes, evidently unfit for the duties of a soldier in active service, but were retained and sent to their regiments, because it was probable they might be of so
"Resolved, That while the citizens of North Carolina were grievously wronged by the non-execution of the conscript law in other States, they are now wronged in three particulars in General Preston's report. "1st. The State has more conscripts than he reports. "2d. She has more quasi volunteers (as he calls them) than he reports. "3d. She has not resisted the execution of the conscript law, or any other law of the Confederate States." The morning hour expired pending the consideration of the resolutions. A bill making an appropriation to supply a deficiency in the War Department during the fiscal period ending December 31, 1864, was passed. A bill making an additional appropriation for the redemption of a temporary loan made in the year 1861 of sundry banks in the Confederate States, to supply funds to the treasury, was passed. A bill was reported to increase the compensation of two of the tax collectors in the city of Richmond. Adjourned.
