According to General Order 46, all business of the colored people should emanate from the superintendent of negro affairs. Notice is hereby given that on and after this date all colored passes will be issued at the office of Capt Brown, Superintendent of Negro Affairs, Norfolk. Va. By order of Chas M Whelden.
