The most flagrant misrepresentations were put forth as solemn truths, in order to inflame the passions of the people at home and excite the sympathies of those abroad. In this work Confederate clergymen were not ashamed to appear conspicuous. In some parts of the State almost every family had one or more of these quasi-soldiers belonging to a gang whose occupation was firing on unarmed steamers, and seldom or ever, even when supported by artillery, making a successful stand against the light gun-boats called tin-clads. Now and then they would receive severe punishment and some of them get killed; occasionally when overtaken they were summarily dealt with. In April, 1863, Lieutenant-Commander LeRoy Fitch was patrolling the Tennessee River with the gun-boats Lexington, Robert, and Silver Lake. This active officer made matters so uncomfortable for the guerillas that they did not often come within range of his guns. screw and prevent further progress, or even detain the vessel under fire of the batteries, for the grapnel which anchored the rope would also serve as a drag on the steamer, and it would be almost impossible to cut it loose when under fire. That the rope obstructions were in use before I took command, and afterwards, is satisfactorily ascertained from other evidence than that of Mr. Gray. A plan of the harbor of Charleston, signed by Major Echols, Confederate Engineer. and dated April, 1863, exhibits two lines of obstructions, designated as rope obstructions, the general direction being from Sumter to a point midway between Fort Moultrie and Battery Bee. The delineation shows a number of dotted lines, resembling the section of rope just described: the dots indicate only four buoys. The Rappahannock was commissioned as a Confederate vessel-of-war in the British Channel, and was seized by a French gun-boat off Calais. The Georgia, a screw-steamer of seven hundred tons, was launched on the Clyde, and put to sea in April, 1863. A British merchant was her ostensible owner, and her guns and munitions of war were put on board the vessel off Morlaix. The case of this vessel was no greater violation of the neutrality laws than that of others; but the British Government, wishing perhaps to show that it would be neutral in 1863 if it had not been in 1861, instituted proceedings against the persons concerned in sending the Georgia to sea, and upon conviction they were each sentenced to pay the enormous fine of fifty

Prominent among these two-year regiments was the 10th New York (National Zouaves), raised in New York City, which, by recruiting and reenlistments, preserved its organization through the war.
