Virginia State Convention.twenty-first day. Saturday, March 9, 1861. The Convention met at 12, and was called to order by Mr. Goggin, in the absence of the President. Prayer by the Rev. Dr. Hoge, of the Presbyterian Church. The Chairman stated the pending question to be on the amendment offered by the gentleman from Amelia to the amendment offered by the gentleman from Goochland, to the resolution of instructions offered on Tuesday last by the gentleman from Chesterfield; and on that question Mr. Ambler, of Louisa, was entitled to the floor. Partial report from the Committee on Federal Relations. Mr. Conrad, of Frederick, from the Committee on Federal Relations, asked and obtained leave to make a partial report. The Committee, he said, had under consideration a large number of resolutions, and had directed him to submit the following to the Convention. The suggested amendments to the Constitution therein referred to, would be reported upon at an early day:

General Assembly of Virginia.[Extra session.]Senate. Saturday, March 9, 1861. The Senate was called to order at 11 o'clock, Mr. Johnson in the chair, and opened with prayer by the Rev. Mr. Moorman, of the Methodist Church. The resolution passed by the House on Friday, for the relief of the Sheriffs of the Commonwealth, having been reported, Mr. Wickham proposed the following amendment, which was adopted: "In any settlement with Sheriffs against whom judgments have been rendered for the taxes of 1860, the said Auditor shall remit all damages except so much only as may be necessary to pay expenses of the collection of said judgments, provided that said taxes are paid prior to the 1st day of April next." At the suggestion of Mr. Pate, it was further amended so as to provide that Sheriffs shall have the number of days now allowed them for traveling, after the 1st of April, to make such payments. House of Delegates. Saturday, March 9th, 1861. The House was called to order at 11 o'clock, by Mr. Tomlin, of King William, and opened with prayer by Rev. Mr. Willis, of the Baptist Church. Armory Commissioners.--Mr. Haymond offered a resolution requesting the Armory Commissioners to report to the House the amount of bonds they obtained from the Board of Public Works under the provisions of the act appropriating $500,000 to repair the Armory and to purchase arms; whether they sold the bonds, and, if so, whether at par, or at what discount; and also to render an account of their expenditures, and for what purpose, giving items and prices, and, if they received the whole $500,000 of the bonds, what part thereof has been expended, and what disposition have they made of any part thereof not expended.
