Higher law doctrine. In the debate on the admission of California into the Union as a free State, William H. Seward, on March 11, 1850, said in the course of his speech: The Constitution regulates our stewardship; the Constitution devotes the domain to union, to justice, to defence, to welfare, and to liberty.
