The great American System, as it has been called, had in the meantime arisen, championed by no less a personage than Henry Clay of Kentucky. In 1824, and again in 1828, oppressive tariffs had been enacted for the protection of New England manufacturers. The North was manufacturing, the South non-manufacturing.
