of crimes, whereof the parties shall have been duly convicted, shall be, and is hereby, forever prohibited. Provided always: That any person escaping into the same, from whom labor or service is lawfully claimed in any State or Territory of the United States, such fugitive may be lawfully reclaimed and conveyed to the person claiming his or her labor or service as aforesaid. The Missouri Compromise finally passed Congress by large majorities. On a test question in the Senate on the 2d March, 1820, the vote in its favor was 27 against 15; and in the House, on the same day, it was 134 against 42. Its wisdom and policy were recognized by Congress, a quarter of a century afterwards, in March, 1845, when Texas, being a slave State, was annexed to the Union. Acting on the presumption that several new States might be formed out of her territory, one of the express conditions of her annexation was, that in such of these States as might lie north of the Missouri Compromise line, slavery
