y Cass. the Committee of Thirty-three--no hope of compromise — views in Washington — the question of force in South Caroline, &c., &c. Washington, Dec. 14 --There is good reason to believe that Secretary Cass intends resigning indeed, it is reported that the President already has his resignation before him, buapt. Anderson and his men. W. H. Trescott, Assistant Secretary of State, from South Carolina, has resigned his office. [second Dispatch.] Washington, Dec. 14. --Daniel S. Dickinson, of New York, will be Secretary of State in place of Gen. Cass There is great regret in all circles at the resignation of Gen. Cee of 33 Speeches were made and opinions interchanged, but with no decided action. The committee has adjourned until Monday. [Third Dispatch] Washington, Dec. 14. --The public mind is more excited to-night than on any previous occasion. Early in the day, strong hopes were excited that the conservative movement among
[special Dispatch to the Richmond Dispatch.] Washington, Dec. 14 --The Southern members of the committee say there is not the slightest chance of reaching a conclusion satisfactory to even the moderate men of the South. The Republicans haughtily maintain their ground, denying that slaves are property, except by local law. The committee came near breaking up to-day, and it is not thought it will last longer than Monday or Tuesday at the farthest. Mr. Millson, of Va., takes high ground, and even Hamilton and Nelson have been forced to side with the extreme South. Zed.
From Peru. New York, Dec. 14 --The steamer Star of the West, from Aspinwall, has arrived. The Peruvian Congress had granted extra-ordinary powers to the President for war on Bolivia. Castillo would raise 30,000 men. It was the general impression, according to a Lima letter, that the Peruvians would be whipped.
