Washington, December 11. --In the Senate, to-day, Mr. Wilson presented a petition from Frances Cook, and two thousand five hundred other colored people of the District, asking the privilege of suffrage. Referred to the Committee of the District of Columbia. A committee was appointed to act with the House committee on the subject of President Lincoln's death. On motion, so much of the President's message as relates to finance was referred to the Committee of Finance. Washington, Monday, December 11. --Senate.--The President pro tempore announced the following committee to act with the House committee on the subject of Mr. Lincoln's death; Messrs. Foot, Yates, Fessenden. Wilson, Doolittle, Lane of Kansas. Harris, Nesmith, Lane, Wiley, Buckalow and Henderson. Mr. Nye gave notice of a bill to change the eastern boundary of the State of Nevada so as to include additional territory, to be taken from Utah and Arizona; and also of a bill for the speedy completion of the Pacific railroad. House.--Mr. Bland, of Maine, introduced a resolution for the reimbursement to the loyal States of advances made and debts contracted by them for the preservation of the Union. Washington, December 11. --Leading Congressmen from New England had an interview with the President Saturday. A Senator expressed the belief that Congress and the Executive could harmonize on a plan of reconstruction. He expressed fears that, under the lead of Thaddeus Stevens, the House would take a position which it could not hold. Prospects of the Tennessee delegation for early admission grow better every day. Heavy lobby at work to procure a renewal of the reciprocity treaty. General Grant just arrived. A Senate caucus was held this morning on Stevens's joint resolution without any result.
