ncoln. Washington, Nov. 22. --Governor Pierpont, of Western Virginia, has had an interview to-day with the President, Secretary of War, and General McClellan. As the result, it can be stated that a plan has been determined upon by which the Baltimore and Ohio railroad will be re-opened.
