Later from Europe.arrival of the Africa. New York, July 29.
--The steamship Africa with Liverpool dates to July 20th, was boarded off Cape Race on Sunday afternoon. The rip to the Cape was made within eight hours.
The steamship Kangaroo arrived out on the 18th of July.
Liverpool Cotton Market.--The sales of cotton for the week ending on Thursday, 19th inst., reached 113,000 bales, of which speculators and exporters took each 28,000 bales.--The inferior grades advanced during the week Fair and middling Orleans were quotedhigher.
On Friday the sales reached 12,000 bales, and the market closed firmer.--Private circulars report the sales on Friday t from 15 to 20,000 bales, at the fullest prices.
Breadstuffs were dull and with a declining tendency.
Provisions were quiet.
Latest from Liverpool.-- Saturday afternoon, July 20.--By Telegraph to London Ferry.--The sales of cotton to day were 15,000 bales, and the market closed firm.

Federal Congress. Washington, July 29th.
--The loan bill, so amended as to permit the issue of five dollar Treasury notes, has passed the Senate.
The bill increasing the medical force, including among its provisions a prohibition against selling liquors to soldiers, under the penalty of twenty-five dollars for each offence, was passed.
The bill appropriating ten millions of dollars to purchase arms, was passed.
From Washington. Washington, July 29.
--The Southerners have forty officers and twelve physicians here who are prisoners of war.
The most trustworthy accounts here represent the total force of the Confederate troops at Manassas, on Sunday, the 22st inst., at from 50 to 60,000, and, further, that there were not exceeding 20,000 of that number engaged in battle on that day.
From Fortress Monroe. Fortress Monroe, July 29.
--The Old Follows' Hall, the jail, and four other buildings, in Hampton, were burned by the Federalists before they evacuated the place.
A flag has been sent to Newport News to evacuate that point in 24 hours.
Heavy firing is now going on at Pig's Point.

Gen. McClellan Promoted. Washington, July 29.
--Gen. McClellan has had conferred on him the power of Commander in-Chief, with powers as Assisting Secretary of State.
He has gone to New York to invite the young Princes Clotilde and Prince Napoleon to visit Washington and make the White House their home.-- [The news from Europe brought, we believe, by the steamship Arabia, stated that Prince Napoleon and his wife Clotilde would not leave France until the8th of August. Gen. McClellan has certainly taken time by the forelock.]
From Missouri. Independence, Mo., July 29.
--The Federal steamer White Cloud, on yesterday, fired into the Blue Mills landing, killing several citizens.
It is reported that these Federal vandals had burned ferry houses, depredated in several of the towns on the river, and have greatly incensed the people.
The London Times on Lincoln's Message. New York, July 29.
--The London Times, (brought by the Africa,) says that President Lincoln's Message confirms the impression that his Inaugural produced, and that was that after an infinite loss of life and humiliation on the part of the North, the result will be the recognition of the independence of the Southern Confederacy.
The Canada press. Toronto, Canada, July 29.
--The Daily Globe, of this city, says that the sympathies of the British people are being withdrawn from the North.
The Leader, the Government organ, advocates sending additional troops to Canada.
Tampering with Federal soldiers. Alexandria, Va., July 29.
--Tampering with Federal soldiers by the Secessionists his become so open, within the past few days, that Gen. Runyan has ordered the arrest of all suspected parties.

From Port an Prince. New York, July 29.
--Advices from Port an Prince have been received up to the 14th inst.
Six Spanish men of war were in port.
