Confederate States Congress. Thursday, March 21. Senate--The senate met at 2 o'clock and was called to order by Mr. Bunter of Va. Frayer by Rev. Mr. Solomon, of the Baptist Church. Mr. Caperton, by leave, introduced a bill conferring temporary rank and command the officers of the C. S. A., in the bureau of the Quartermaster General, Commissary General, and sureson General, which was referred to the Committee on Military Affairs. Mr. Sparrow from the Committee on Military Affairs, to whom was referred the bill to Messere the efficiency of the Medical Department, reported it with amendments, and the bill and amendments were ordered to be printed.
