Halifax,Feb. 22. --The America has arrived, with Liverpool dates to Feb. 9th. The Asia arrived, at Queenstown on the 10th inst. The America brings 34,000 sterling of specie. Lord Palmerston stated in Parliament that orders had been sent to the Governor General of Canada not to give up the fugitive Anderson, without express orders from the Imperial Government. There was no chance of his surrender without a full discussion of the case. Commercial. Liverpool, Saturday.--Cotton — Sales of 6,000 bales to- day; but little inquiry, and prices weak. Sewall to be Colonel: Major Hoffman to be Lieutenant Colonel: Captains Burford, Whiting, Winders, Sackett and E. K. Smith, to be Majors: Lieutenants Charles S. Stewart, Blunt, Foster, Bryan, Reno, McCarthy, Derby, Hink, and Marshall, to be Captains; Major Emory to be Lieutenant Colonel; Assistant. Surgeon Head to be Surgeon. The following named Assistant Surgeons of the Army were also confirmed: Sporb, of Pennsylvania; Mechum and Wagner, of Maryland; Ramseur, of North Carolina, and Cormick, of Virginia. The following Lieutenants of the Navy were confirmed to fill vacancies occasioned by resignations: Dalton, Bigelow, Bradford, Phitkion, Cook, and Sheyock; Fitch, Harris, Eastman, Wallace, Hackfield, McDougal, Porter, Moseley, Perkins, Blodgett, Phillips, and Lansdale are confirmed as Surgeons, and Samuel J. Lincoln's views. Philadelphia,Feb. 22.--Lincoln, in a speech this morning, at Independence Hall, made some important points. He said the country could be saved only by the principles contained in the Declaration of Independence, which gave Liberty not alone to the people of this country, but the world, for all future time. If the country cannot be saved without giving up this principle, he would rather be assassinated than surrender it. In his view of the present aspect of affairs, there was no need of bloodshed or war. He was not in favor of such a course, and would say, in advance, that there would be no bloodshed, unless it was forced upon the Government as an act of self-defence. Mr. Lincoln left, for Harrisburg, at 9 o'clock this morning.

From Washington. Washington,Feb. 22.--The Federal troops, this afternoon, paraded apart from the District military; but were in detached bodies, and not all together, as was first contemplated by the official programme, there having been a countermand of orders in the premises. The Flying Artillery paraded in detachments, and fired a salute, and were in different parts of the city. The Peace Conference did not conclude their business to-day, as was anticipated. Col. S. S. English has been appointed Surveyor of Customs in Louisville, vice Halderman.

Southern Congress. Montgomery,Ala.,Feb. 22. --The Southern Congress passed unanimously, to-day, the act declaring and establishing the free navigation of the Mississippi. It gives general satisfaction.
Senator Sumner Censured. Boston,Feb. 22.--The Common Council have passed resolutions censuring Sumner for his remarks relative to the signers of the petitions favoring Crittenden's resolutions.
The Peace Conference. Washington,Feb. 22.--The Peace Conference arrived at no result to-day. There are reports of a disagreement among members.
