Messrs. Baring Brothers, of London, in their circular of the 26th of September, report money very abundant. Consols leave off 93¼a93½ for money 93 ½a93½ for the account. Richardson, Spence & Co's Circular.] Liverpool, Sept. 26.--Cotton. --The market was very dull and prices daily declined until yesterday, when American advices to the 16th inst., reporting a Federal victory in Maryland, was received.--This news, as likely to prolong the war, caused some excitement, and to-day, with sales of 5,000 bales, prices have rallied 1½d. per 1b. in American, and ½d,@¾d, per lb. in Surate, closing firm at these rates, which, however, are still 1d. per lb in American, and ½d@½4. per lb in Surate, below last Friday's quotations. ent returning a bill entitled an act to reorganize and promote the efficiency of the medical department of the army. Mr. Foote, of Tenn., moved the postponement of its consideration for half an hour. Not agreed to. Mr. Harris, of Mo., moved to postpone it until the third Monday in January next. This motion prevailed. Mr. Foster, of Ala., presented a resolution declaring that in view of the large amount of unfinished business before Congress, the session be prolonged to the 16th inst. Mr. Foote, of Tenn., offered a substitute to rescind the resolution fixing 12 o'clock to day as the time of adjournment and extending the session to Monday next, the 20th inst. This substitute was accepted by Mr. Foster, and was then agreed to — ayes 44, noes 17. The Senate was informed of the action of the House. A message was received from that body informing the House that they had stricken out Monday, the 20th, and amused the resolution by inserting "this afternoon at 5 o'cl
