The Conservative party had got the impression that the commercial interest in the House of Commons would swamp the landed interest, in consequence of the preponderance of the representatives of cities and boroughs. But that impression was shown to be a delusion by many votes. The number who supported a motion of Lord Chandos on the 27th of April, 1836, was, considering its nature, remarkable:��"That in the application of any surplus revenue towards the relief of the burdens of the country, either by remission of taxation or otherwise, due regard should be had to the necessity of a portion thereof being applied to the relief of the agricultural interest." That interest had been relieved to a considerable extent in a variety of ways during the recent progress of legislation, and especially by the Poor Law Amendment Act, which had been an immense boon to both landlords and tenants. The policy of the motion of Lord Chandos was so unsound that Sir Robert Peel, Lord Stanley, and Sir James Graham felt constrained to vote with Ministers[407] for its rejection. The motion was defeated by 211 votes to 150.
  • THREE:But Ministers were too sensible of the unconstitutional character of their deeds to rest satisfied with the mere justification of an accepted report. A Bill of Indemnity was introduced to cover "all persons who had in 1817 taken any part in apprehending, imprisoning, or detaining in custody persons suspected of high treason, or treasonable practices, and in the suppression of tumultuous and unlawful assemblies." Thus Ministers were shielded under general terms, and to avoid all appearance of personal movement in this matter by those in the Cabinet the most immediately active, the Bill was introduced by the Duke of Montrose, the Master of the Horse. ONE:On the 11th of February Lord Althorp brought forward the Budget. Basing his calculations on the revenue of the previous year, he estimated the national income at ��50,000,000, and the expenditure at ��46,850,000, leaving an anticipated surplus of more than ��3,000,000; and it was proposed to take off taxes to the whole of that amount, and to replace it to some extent by other taxes, less burdensome to the people. The principal taxes to be taken off were those on tobacco, sea-borne coal, tallow candles, glass, printed calicoes, and newspapers. The new taxes consisted in an increase of the duties on wine, colonial timber, and raw cotton, a tax on steamboat passengers, and on the transfers of funded property. The proposed new taxes excited violent opposition, which obliged the Chancellor of the Exchequer to modify some of them, and abandon the last two; in fact, the financial scheme was a failure. Equally unsuccessful were his attempts to introduce retrenchments into the Civil and Pension Lists. But the Government was borne up by its great measure, the Reform Bill.Soon after his marriage Buonaparte made a tour with his Imperial bride. It was very much the same that he had made with Josephine shortly before their coronation��namely, through the northern provinces of France, through Belgium and Holland. He decided, during this journey, on the occasion of his uniting the part of the Low Countries called Zealand with the Department of the Mouths of the Scheldt, on annexing the whole country to France for ever. But whilst conversing with Louis Buonaparte, his Holland king-brother at Antwerp, he suddenly stumbled on a discovery of some daring proceedings of Fouch��, his Minister of Police, which sent him back to Paris in haste, and ruined that subtle diplomatist with him. The arbitrary disposition displayed in this arrangement very soon produced consequences between Napoleon and his brothers which made more than ever manifest to the world that no law or consideration could any longer influence Napoleon; that his self-will was, and must be, his only guide. His brother Lucien, who had from the first refused to become one of his puppets, and who was leading a private life in Italy, received an intimation from Fouch�� that Napoleon meant to arrest and shut him up. In consequence of this friendly hint, Lucien fled from the Continent, and ultimately took refuge in England, where he purchased an estate near Ludlow, and there resided till 1814, when the fall of his brother permitted him to return to France. Lucien Buonaparte (the ablest of the family next to Napoleon), now styled the Prince of Canino, from an estate which he purchased in Italy, and which the Pope raised to a principality, spent the three years in England in writing a poem entitled "Charlemagne; or, the Church Delivered."   • THREE: ONE:It might have been supposed that Europe, or at least the southern portion of it, was likely to enjoy a considerable term of peace. France, under a minor and a Regent, appeared to require rest to recruit its population and finances more than any part of the Continent. The King of Spain was too imbecile to have any martial ambition; and though his wife was anxious to secure the succession to the French throne in case of the death of the infant Louis XV., yet Alberoni, the Prime Minister, was desirous to remain at peace. This able Churchman, who had risen from the lowest position, being the son of a working gardener, and had made his way to his present eminence partly by his abilities and partly by his readiness to forget the gravity of the clerical character for the pleasure of his patrons, was now zealously exerting himself to restore the condition of Spain. He was thus brought into collision with Austria and France, and eventually with this country to which at first he was well disposed. England was under engagement both to France and the Empire, which must, on the first rupture with either of those Powers and Spain, precipitate her into war. The treaty with the Emperor��as it guaranteed the retention of the Italian provinces, which Spain beheld with unappeasable jealousy, in Austrian hands��was the first thing to change the policy of Alberoni towards Britain. This change was still further accelerated by the news of the Triple Alliance, which equally guaranteed the status quo of France. The Spanish Minister displayed his anger by suspending the Treaty of Commerce, and by conniving at the petty vexations practised by the Spaniards on the English merchants in Spain, and by decidedly rejecting a proposal of the King of England to bring about an accommodation between the Emperor and the Court of Spain.Carthagena was strongly fortified, and the garrison was reinforced by the crews of a squadron lying there under Don Blas de Leon. If the place was to be assaulted, it should have been done at once; but Vernon lay perfectly inactive for five days, as if to allow the enemy to make all his preparations for defence. Notwithstanding this, the brave English erected a battery on shore, and played so effectually on the principal fort, that they soon made a breach in it, whilst the fleet fired into the harbour, thus dividing the attention of the enemy. In spite of their advantages, the Spaniards abandoned their forts and batteries, the English entered the breach, the vessels in the harbour were destroyed, and the passage cleared so that the fleet could sail in and support the army. There appeared nothing capable of preventing the conquest of the town but the cabals of the two commanders. Lord Cathcart had caught the endemic fever and died, and was succeeded by General Wentworth in command of the land forces. Wentworth had a great contempt of Vernon, and Vernon was by no means well disposed towards Wentworth. The fleet having entered the harbour, the land forces were all disembarked, and posted within a mile of Carthagena; but there the success stopped. Vernon had written home his dispatches to the Duke of Newcastle saying, "The wonderful success of this evening and night is so astounding, that we cannot but cry out, 'It is the Lord's doing, and it seems marvellous in our eyes!'"   • THREE:CHAPTER XXII. REIGN OF VICTORIA (continued). ONE:Muir and Palmer, on the 19th of December, 1793, had been conveyed on board the hulks at Woolwich, before being shipped off to the Antipodes, and were put in irons; but before they were sent off, the matter was brought before Parliament. It was introduced by Mr. Adams, on the 14th of February, 1794, moving for leave to bring in a bill to alter the enactment for allowing appeals from the Scottish Court of Justiciary in matters of law. This was refused, and he then gave notice of a motion for the revision of the trials of Muir and Palmer. Sheridan, on the 24th, presented a petition from Palmer, complaining of his sentence as unwarranted by law. Pitt protested against the reception of the petition, and Dundas declared that all such motions were too late; the warrant for Palmer's transportation was already signed and issued. Wilberforce moved that Palmer's being sent off should be delayed till the case was reconsidered, but this was also rejected by a large majority. Such was the determined spirit of Pitt and his parliamentary majority against all Reform, or justice to Reformers. On the 10th of March Mr. Adams again moved for a revision of the trials of Muir and Palmer, declaring that "leasing-making" (verbal sedition), their crime by the law of Scotland, was punishable by fine, imprisonment, or banishment, but not by transportation, and that their sentence was illegal. Fox exposed the rancorous spirit with which the trials had been conducted, and to which the judges had most indecently lent themselves; that the Lord Justice Clerk, during Muir's trial, had said, "A government in every country should be just like a corporation; and, in this country, it is made up of the landed interest, which alone has a right to be represented. As for the rabble, who have nothing but personal property, what hold has the nation on them? They may pack up all their property on their backs, and leave the country in the twinkling of an eye!" Lord Swinton said, "If punishment adequate to the crime of sedition were to be sought for, it could not be found in our law, now that torture is happily abolished." The Lord Advocate was in his place to defend his conduct and doctrine, but Pitt and Dundas supported these odious opinions. The House also sanctioned them by a large majority, and Adams's motion was rejected. In the Upper House, similar motions, introduced by Lords Lansdowne and Stanhope, were similarly treated. ONE:The Company was then compelled to reduce its dividends to six per cent. and apply to Parliament for a loan of a million and a half to meet its pecuniary difficulties. This, Ministers and Parliament complied with, and proceeding to relieve the Company of its embarrassments, Lord North[208] proposed and carried a measure, by which the Company, which had no less than seventeen million pounds of tea in its warehouses, should, without limit of time, be authorised to export its teas to the British colonies of America duty free. This was thought a great and conciliatory boon to the Americans, but it proved otherwise. The import duty of threepence in the pound was still stubbornly retained, and the Americans, looking at the principle of taxation, and not at a mere temptation of a cheapened article, saw through the snare, and indignantly rejected it. The principal tea merchants declared that this would be the case, and that the whole Government scheme was wild and visionary.

THREE:The distress was greatly aggravated, and spread over the whole country, by the extraordinary drought which prevailed in the summer of 1826. The richest meadows were burnt up. The stunted grain crops were only a few inches in height. The cattle, and even the deer in noblemen's parks, died from thirst. The people sat up all night to watch the springs, waiting for their turn to be[245] supplied. Water was retailed in small quantities, and sold like beer. Those who occupied the more favoured districts sent jars of fresh water to their friends in other places, as most acceptable presents. In the midst of all this scarcity and suffering the Corn Laws stopped the supplies of provisions from abroad, which were ready to be poured in in any quantities. Bills had been passed with great difficulty through Parliament, to enable Government to relax the restrictions of the Corn Laws, in order to meet the emergency. But so clogged were those enactments with conditions, that in autumn Ministers were obliged to anticipate their operation by opening the ports, trusting to the legislature for an indemnity. It is melancholy to reflect upon the perplexities and miseries in which the country was involved through the mistaken views of the landed interest, then predominant in Parliament.On the 6th of October Sir John Moore received instructions from Lord Castlereagh that his army was to advance into Spain, and co-operate with the Spanish armies for the expulsion of the French. He was informed that his twenty-five thousand men would receive a reinforcement of ten thousand men under Sir David Baird, who was on his voyage to Corunna. When Sir John prepared to march, the most serious difficulties presented themselves. Even at Lisbon it was found impossible to procure conveyance for the necessary baggage, and therefore the supplies of provisions and stores were cut down extremely��a great mistake. There was one species of baggage��women and children��who, according to the wretched practice of the time, were allowed to accompany the troops, and would not be left behind, though the army was going into immediate active service against the enemy. Sir John directed the commanding officers to order that as many as possible of these should stay behind, especially such women as had very young children, or infants at the breast, as there would not be found sufficient carts for them; and in the mountainous tracks at that season, and the horrible roads, they must suffer the most exhausting fatigues and hardships. But Sir John had not the commanding firmness of Wellesley, and his orders in this respect were, for the most part, neglected. Very proper orders were also issued by Sir John regarding the behaviour of the soldiers towards the natives. They were informed that the Spaniards were a grave and very proud people, readily offended by any disrespect towards their religion or customs; and the soldiers were desired to behave courteously, and to wear the cockade of King Ferdinand VII. as well as their own.

ONE:Mr. Smith O'Brien returned to London, took his seat in the House of Commons, and spoke on the Crown and Government Securities Bill, the design of which was to facilitate prosecutions for political offences. We are assured that Sir William took every opportunity of calling his Majesty's attention to religious subjects, and had even placed unordered a quarto Bible, of large type, on the dressing-table, with which act of attention the king was much pleased, and frequently referred to the sacred volume. A prayer was appointed for public use during his Majesty's indisposition, which the Bishop of Chichester read to him. "With the king's permission," wrote this learned prelate, "I repeated it on my knees at his bedside. At the close, his Majesty having listened to it with the utmost attention, three times repeated 'Amen,' with the greatest fervour and devotion. THREE:The military transactions of the Continent this year had been of the most remarkable kind. Buonaparte, after his repulse at Pultusk, had retired to Warsaw, which he entered on the first day of the year 1807. He calculated on remaining there till the return of spring. But Benningsen, the Russian general, was determined to interrupt this pleasant sojourn. He had an army of eighty thousand or ninety thousand men, with a very bad commissariat, and equally badly defended from the severity of the winter. The King of Prussia was cooped up in K?nigsberg, with an army of a very few thousand men, and his situation was every day rendered more critical by the approach of the divisions of Ney and Bernadotte, whom the treacherous surrender of the Prussian fortresses by their commanders had set at liberty. But Benningsen hastened to relieve the King of Prussia at K?nigsberg; his Cossacks spread themselves over the country with great adroitness, surprising the French convoys of provisions. More Cossacks were streaming down to their support out of the wintry wilds of Russia, and the French were forced from their pleasant quarters[543] in Warsaw, to preserve the means of their existence. Buonaparte, alarmed at these advances, determined to turn out and force the Russians eastward, towards the Vistula, as he had forced the Prussians at Jena with their rear turned to the Rhine. To take the Russians thus in the rear, he ordered Bernadotte to engage the attention of Benningsen on the right whilst he made this man?uvre on the left. But Benningsen, fortunately, learned their stratagem, by the seizure of the young French officer who was carrying Buonaparte's dispatches to Bernadotte. Benningsen was therefore enabled to defeat Buonaparte's object. He concentrated his troops on Preuss-Eylau, where he determined to risk a battle. But he was not allowed to occupy this position without several brisk encounters, in which the Russians lost upwards of three thousand men. The battle of Eylau took place on the 7th of February. It was such a check as Buonaparte had never yet experienced. He had been beaten at every point; Augereau's division was nearly destroyed; that of Davoust, nearly twenty thousand in number, had been repulsed by a much inferior body of Prussians. Fifty thousand men are said to have been killed and wounded, of whom thirty thousand were French. Twelve eagles had been captured, and remained trophies in the hands of the Russians.

THREE:Mr. Bankes again introduced his Bill��which was about to expire��for prohibiting the grant of offices in reversion; and he endeavoured again to make it permanent, but, as before, he was defeated on the second reading in the Commons. He then brought in a Bill confined to two years only, and this, as before, was allowed to pass both Houses. Great discussion arose on the grant of the office of paymaster of widows' pensions to Colonel MacMahon, the confidential servant of the Prince Regent. This was a mere sinecure, which had been held by General Fox, the brother of Charles James Fox; and it had been recommended that, on the general's death, it should be abolished; but Ministers��more ready to please the Regent than to reduce expenditure��had, immediately on the general's decease, granted it to Colonel MacMahon. Ministers met the just complaints of the Opposition by praising the virtues and ability of MacMahon��as if it required any ability or any virtue to hold a good sinecure! But there was virtue enough in the Commons to refuse to grant the amount of the salary, Mr. Bankes carrying a resolution against it. But Ministers had their remedy. The prince immediately appointed MacMahon his private secretary, and a salary of two thousand pounds was moved for. But Mr. Wynne declared that any such office was unknown to the country��that no regent or king, down to George III., and he only when he became blind, had a private secretary; that the Secretary of State was the royal secretary. Ministers replied that there was now a great increase of public business, and that a private secretary for the Regent was not unreasonable; but they thought it most prudent not to press the salary, but to leave it to be paid out of the Regent's privy purse.The American Congress, which had imagined Gates a greater officer even than Washington, because he had captured Burgoyne through the ability of Arnold, though Washington��from envy, as they supposed��had always held a more correct opinion, now saw their error. No sooner was this victory at Camden achieved, than Cornwallis dispatched Tarleton after General Sumter, who was marching on the other side of the Wateree on his way into South Carolina. Tarleton started after him with a couple of hundred of cavalry, and rode so sharply that he had left half his little force behind him, when he came up with him near Catawba Ford, and fell upon his far superior force without a moment's hesitation, killing and wounding one hundred, and taking captive upwards of two hundred, with all Sumter's baggage, artillery, and one thousand stand of arms.
FORE:The English lay all night on their arms, and, as day dawned, began to entrench their position. If ever a general needed to push on his advantage it was now. Every day was consuming Burgoyne's stores; every day was augmenting the forces of the enemy. The country was closed to Burgoyne; it was open with all its resources to the Americans. Yet he lay there, as if paralysed, from the 20th of September to the 7th of October. The reason of this fatal delay is said to have been that Burgoyne had received a letter from General Sir Henry Clinton at New York, informing him that he must expect no co-operation from General Howe, but that he himself would take the responsibility of making a diversion in his favour by attacking the Forts Montgomery and Clinton, on the lower part of the Hudson. Burgoyne, on receiving this intelligence, sent Clinton word that he would remain where he was till the 12th of October��a fatal resolve, as a calculation of his stores should have shown him, which the acts of the Americans were certain to render calamitous. Elated at being able to stand their ground in some degree, this novel and almost sole success in the war had raised the spirits of the Colonials as by a miracle. They poured in on all sides, and Arnold, ever ready in resource, suggested to Gates an enterprise to be effected while Burgoyne was lying still and consuming his own victuals.

FORE:The first great battle was destined to be fought on the very ground where Gustavus Adolphus fell, 1632. Buonaparte marched upon Leipsic, expecting to find the Allies posted there; but he was suddenly brought to a stand by them at Lützen. The Allies, who were on the left bank of the Elster, crossed to the right, and impetuously attacked the French, whose centre was at the village of Kaya, under the command of Ney, supported by the Imperial Guard, and their fine artillery drawn up in front of the town of Lützen; the right wing, commanded by Marmont, extending as far as the defile of Poserna, and the left stretching from Kaya to the Elster. Napoleon did not expect to have met the Allies on that side of Leipsic, and was pressing briskly forward when the attack commenced. Ney was first stopped at Gross-G?rschen. Had Wittgenstein made a decided charge with his whole column, instead of attacking by small brigades, he would assuredly have broken the French lines. But Buonaparte rode up, and galloped from place to place to throw fresh troops on the point of attack, and to wheel up both of his wings so as to enclose, if possible, both flanks of the Allies. The conflict lasted some[65] hours, during which it was uncertain whether the Allies would break the centre of the French, or the French would be able to outflank the Allies. Blucher was late on the field; the officer who was sent overnight to him with orders from Wittgenstein is said to have put them under his pillow and slept on them till roused by the cannon. At length, after a desperate attack by Napoleon to recover the village of Kaya, out of which he had been driven, the Allies observing that the firing of Macdonald and Bertrand, who commanded the two wings, was fast extending along their flanks, skilfully extricated themselves from the combat, and led back their columns so as to escape being outflanked by the French. Yet they did not even then give up the struggle for the day. The Allied cavalry made a general attack in the dark, but it failed from the mighty masses of the French on which they had to act. The Allies captured some cannon, the French none. The loss of the Allies was twenty thousand men, killed and wounded: that of the French was equally severe. Seven or eight French generals were killed or wounded. On the side of the Allies fell General Scharnhorst��an irreparable loss, for no man had done more to organise the Prussian landwehr and volunteers. The Prince Leopold of Hesse-Homburg and the Prince of Mecklenburg-Strelitz, both allied to the royal family of England, were slain, and Blucher himself was wounded; but he had his wounds dressed on the field, and would not quit it till the last moment.

FORE:The Irish Bill was read a second time in the House of Lords on the 23rd of July. It was strongly opposed by the Duke of Wellington, as transferring the electoral power of the country from the Protestants to the Roman Catholics. Lord Plunket, in reply, said, "One fact, I think, ought to satisfy every man, not determined against conviction, of its wisdom and necessity. What will the House think when I inform them that the representatives of seventeen of those boroughs, containing a population of 170,000 souls, are nominated by precisely seventeen persons? Yet, by putting an end to this iniquitous and disgraceful system, we are, forsooth, violating the articles of the union, and overturning the Protestant institutions of the country! This is ratiocination and statesmanlike loftiness of vision with a vengeance! Then it seems that besides violating the union Act we are departing from the principles of the measure of 1829. I deny that. I also deny the assumption of the noble Duke, that the forty-shilling freeholders were disfranchised on that occasion merely for the purpose of maintaining the Protestant interests in Ireland. The forty-shilling freeholders were disfranchised, not because they were what are called 'Popish electors,' but because they were in such indigent circumstances as precluded their exercising their[353] suffrage right independently and as free agents��because they were an incapable constituency." The Bill, after being considered in committee, where it encountered violent opposition, was passed by the Lords on the 30th of July, and received the Royal Assent by commission on the 7th of August.

FORE:The division on the second reading took place on the 6th of July, when the numbers were��for the Bill, 367; against it, 231; majority, 136. This result was a sufficient vindication of the appeal made to the country. The nation had now spoken constitutionally as to the evils of the old system of representation and unmistakably expressed its determination to have it reformed. The measure might be delayed in the Commons by vexatious opposition; but if it were to be defeated it must be by the House of Lords, and it required some boldness in the majority of that assembly to take upon itself to hinder the other branch of the legislature from effecting its own reform. The Bill now went into committee, when the case of each borough which it was proposed to disfranchise came under separate consideration. In Schedule A were placed, alphabetically, all the boroughs which had less than 2,000 of population, and these were to be disfranchised. When Appleby, the first on the list, came under consideration, there was a keen contest as to the actual numbers then in the town, and the question turned upon the census by which the committee were to be guided. By the census of 1821 the place would be disfranchised, but the inhabitants affirmed that by the census of 1831, then in progress, they were shown to have more than the requisite number; and Sir Robert Peel contended strenuously that they should wait for the more correct information. Mr. Wynn having moved a general resolution that the consideration of the schedules should be postponed till the result of the census was published, Sir Robert Peel said, with great show of reason, "After having obtained so large a majority as 136 on the principle of the Bill, Government would have acted wisely, even for the interests of the measure itself, to have postponed going into details till they were in possession of better documents on which to proceed. They know what is coming; they are aware of the event which is casting its shadow before��namely, that the boroughs will be overtaken[338] by the population returns of 1831. In another fortnight these returns would be laid before the House; and though his Majesty's Ministers now proceed expressly on the doctrine of a population of 2,000 and 4,000, they are guilty of the inconceivable absurdity of proceeding on the returns of 1821, when they can so soon be in possession of the census of 1831." The House, however, determined, by a majority of 118, to proceed upon the old census. A series of tiresome debates upon the details of each particular borough proceeded from day to day, and lasted for two months, the Ministry invariably carrying their points by triumphant majorities. The tone of the discussion was acrimonious, as might naturally be expected from the weighty personal interests involved. Sir Edward Sugden solemnly declared that he considered the tone and manner, as well as the argument, of the Attorney-General as indicating that they were to be dragooned into the measure. In the opinion of Sir Charles Wetherell all this was "too capricious, too trifling, too tyrannical, and too insulting to the British public, to carry with it the acquiescence either of the majority within or the majority without the House." The ill-temper and factious obstruction of the Opposition greatly damaged the Tory party out of doors and exasperated the people against them.The Empress Maria Theresa, never reconciling herself to the seizure of Silesia by Frederick, and not finding England disposed to renew a war for the object of recovering it, applied to her old enemy, France. It required some ability to accomplish this object of detaching France from its ancient policy of hostility to Austria, pursued ever since the days of Henry IV., and in severing the alliance with Prussia; but her Minister, Kaunitz, who had been her ambassador in Paris, contrived to effect it. The temptation was thrown out of the surrender of Belgic provinces to augment France, in return for assistance in recovering German possessions from Prussia. To add fresh stimulus to this change, the vengeance of offended woman was brought into play. Madame Pompadour, Louis XV.'s all-powerful mistress, had sent[124] flattering compliments to Frederick by Voltaire; but the Prussian king only repaid them with sneers. On the other hand, the virtuous Maria Theresa did not blush to write, with her own hand, the most flattering epistles to the Pompadour. By these means, the thirst of revenge raised in the heart of the French mistress worked successfully the breach with Prussia and the alliance with Austria. The same stimulus was tried, and with equal effect, on the Czarina Elizabeth, on whose amorous licence the cynical Prussian monarch had been equally jocose. Kaunitz knew how to make the sting of these ungallant sallies felt at both Paris and St. Petersburg, and the winter of 1755-6 saw the Russian alliance with Prussia and England renounced, the English subsidy, with far more than German probity, renounced too, and Russia pledged to support Austria and France. The Elector of Saxony, Augustus, King of Poland, who amused himself with low pot-house companions and tame bears, and left his affairs to his minister, Count Brühl, was also induced, by the promise of Prussian territory, to join the league; and even Sweden, whose queen, Ulrica, was sister to Frederick, was drawn over to take side against him, in the hope of recovering its ancient province of Pomerania. This confederation of ninety millions of people, leagued against five millions, was pronounced by Pitt "one of the most powerful and malignant ones that ever yet threatened the independence of mankind."

ONE:In all these transactions Carteret showed the most facile disposition to gratify all the Hanoverian tendencies of the king, in order to ingratiate himself and secure the Premiership at home. But in this he did not succeed; he was much trusted by George in foreign affairs, and in them he remained. Lord Wilmington, Prime Minister, had died two months before the signing of the treaty at Worms, and the competitors for his office were Pelham, brother of the Duke of Newcastle, and Pulteney. Pelham was supported by Newcastle, Lord Chancellor Hardwicke, and still more powerfully by the old Minister under whom he had been trained��Lord Orford, who, though out of office, was consulted in everything relating to it. Pulteney and Pelham had both, according to their friends, neglected the necessary steps for succeeding Wilmington. Pulteney had declined any office, vainly hoping that his great popularity would enable him to guide public affairs. His friends reminded him that had he taken the Treasury on Walpole's resignation, he would now have been still at the helm. Pelham's great adviser, Lord Orford, said to him, "If you had taken my advice, and held the Exchequer under Wilmington, the whole had dropped into your mouth." Pelham, however, received the appointment from the king, and this was communicated in a letter from Carteret, who candidly told him that, as the old friend and colleague of Pulteney, Lord Bath, he had done all in his power to secure the office for him, but now he would support Pelham cordially, notwithstanding. Pelham was at this period forty-seven years of age, of far inferior talent to Orford, but pursued his cautious principles and acted under his advice.

FORE:The Christmas holidays necessarily postponed the plans of the conspirators by the Ministers going out of town, and the deaths of the king and of the Duke of Kent produced further impediments by preventing the regular Cabinet meetings. At one moment the plan appeared to be in jeopardy from the Ministers being in danger of dismissal for their refusal to procure the new king a divorce; but all these hindrances only the more enabled Edwards to ply his arts, and stimulate his victims to their destruction. So thoroughly had he brought them to this point, that, on the 19th of February, they came to the resolution to assassinate the Ministers each at his own house, as they could not get them all together; but at this moment Edwards brought them word that the Ministers were going to have a Cabinet dinner the next day. To make sure, they sent out for a newspaper, and finding that it was so, Thistlewood remarked that as there had not been a Cabinet dinner for a long time, there would be fourteen or sixteen there, and it would be a fine haul to murder them all together. The dinner was to be at the house of Lord Harrowby, and it was planned that one of the conspirators should call with a note, and then the rest should rush in and put the Ministers all to death, and bring away the heads of Sidmouth and Castlereagh in bags provided for that purpose. They were then to fire the cavalry barracks by throwing fire-balls into the straw-sheds, and the people rising, as they hoped, on the spread of the news, they were to take the Bank and the Tower. FORE:The arbitrary crushing of the freedom of the Tyrol, and the handing of it over to the Bavarians as a gift, was not the only oppression of this period of Napoleon's career, which the Germans call his supremacy. He seemed to have put down all opposition on the Continent, except in Spain, and he dictated to all nations according to the arrogance of his will. His general in Poland, Poniatowski, himself a Pole, was employed to crush his countrymen. Poniatowski fell on the Austrians with forty thousand men, and made himself master of Warsaw, whilst the Archduke Ferdinand was besieging Thorn. He then advanced against the archduke, beat him in two battles fought in April and May, and eventually drove the Austrians out of the Grand Duchy of Warsaw. Buonaparte then divided Galicia, giving one portion to the Emperor of Russia, and adding the other to the Grand Duchy of Warsaw, which was restored to the King of Saxony. Thus the Poles saw an end of all the high hopes with which Buonaparte had artfully succeeded in inspiring them, in order to induce them to[594] fight his battles for the subjugation of other peoples. FORE:It was on this occasion that Mr. Disraeli, rising from the benches filled with the ordinary supporters of the Government, delivered one of those bitter and sarcastic diatribes which thenceforward proved so effective in arousing the revengeful feelings of those of the party who believed their interests to have been betrayed in deference to the League. "I remember," he said, "in 1841 the right hon. baronet used these words: he said, 'I have never joined in the anti-slavery cry, and now I will not join in the cry of cheap sugar.' Two years have elapsed, and the right hon. gentleman has joined in the anti-slavery cry, and has adopted the cry of cheap sugar. But," he continued, appealing to the rebellious supporters of the Government, whom the Minister had just defied, "it seems that the right hon. baronet's horror of slavery extends to every place except the benches behind him. There the gang is still assembled, and there the thong of the whip still resounds. The right hon. gentleman," he added, "came into power upon the strength of our votes, but he would rely for the permanence of his Ministry upon his political opponents. He may be right��he may even be to a certain degree successful in pursuing the line of conduct which he has adopted, menacing his friends, and cringing to his opponents; but I, for one, am disposed to look upon it as a success neither tending to the honour of the House nor to his own credit. I therefore must be excused if I declare my determination to give my vote upon this occasion as I did in the former instance; and as I do not follow the example of the hon. and gallant member near me (Sir H. Douglas), it will not subject me to the imputation of having voted on the former occasion without thought or purpose." The appeal of the Ministers, however, was, fortunately for the Free Trade movement, for a time successful. The Government were reinstated by a vote of 255 to 233, in a House in which both parties had evidently done their utmost.

TWO:The conclusion of the Afghan war did not end the difficulties with the countries bordering on India. In the treaty with the Ameers of Scinde it was provided that Britain should have liberty to navigate the Indus for mercantile purposes, but that she should not bring into it any armed vessels or munitions of war, and that no British merchant should, on any account, settle in the country. Permission, however, was given to a British agent to reside at Kurrachee, and in 1836, when the country was threatened by Runjeet Singh, the British Government took advantage of the occasion to secure a footing in the country, one of the most fertile in the East. Kurrachee was only at the mouth of the river, but in 1838 a great step in advance was gained by getting a British agent to reside at Hyderabad, the capital, in order that he might be at hand to negotiate with Runjeet Singh. But the agent undertook to negotiate without consulting the Ameers, and awarded the payment of a large sum claimed by the Prince whom they dreaded, for which sum they produced a full discharge. This discharge was ignored by the British Government in India, acting in the interests of[590] Shah Sujah, its royal prot��g�� in Afghanistan. This was not all. A British army of 10,000 men, under Sir John Keane, marched, without permission, through Scinde, in order to support the same Prince against his competitors. Bolder encroachments were now made. The British Government determined on establishing a military force at Yatah, contrary to the wishes of the people, and compelled the Ameers to contribute to its support, in consideration of the advantages which it was alleged it would confer upon them. When the draft of a treaty to this effect was presented to the Ameers, one of them took the former treaties out of a box, and said, "What is to become of all these? Since the day that Scinde has been covenanted with the English there has been always something new. Your Government is never satisfied. We are anxious for your friendship; but we cannot be continually persecuted. We have given you and your troops a passage through our territories, and now you wish to remain." But remonstrance was in vain. The treaty must be signed; and the great Christian Power, which had its headquarters at Calcutta, insisted that the British force might be located anywhere in the country west of the Indus, and that the Ameers must pay for its support three lacs of rupees.With the reign of George III. commenced a series of improvements in the manufacture of iron, which have led not only to a tenfold production of that most useful of metals, but to changes in its quality which before were inconceivable. Towards the end of the reign of George II. the destruction of the forests in smelting iron-ore was so great as to threaten their extinction, and with it the manufacture of iron in Britain. Many manufacturers had already transferred their businesses to Russia, where wood was abundant and cheap. It was then found that coke made from coal was a tolerable substitute for charcoal, and, in 1760, the very first year of the reign of George III., the proprietors of the Carron Works in Scotland began the use of pit-coal. Through the scientific aid of Smeaton and Watt, they applied water-, and afterwards steam-power, to increase the blast of their furnaces to make it steady and continuous, instead of intermitting as from bellows; and they increased the height of their chimneys. By these means, Dr. John Roebuck, the founder of these works, became the first to produce pig iron by the use of coal. This gave great fame to the Carron Works, and they received large orders from Government for cannon and cannon-balls. It was some time, however, before enough iron could be produced to meet the increasing demand for railroads, iron bridges, etc.; and so late as 1781 fifty thousand tons were imported annually from Russia and Sweden.
Unfortunately, however, for the continuance of the popularity of Mrs. Clarke, it appeared that she was now actually living in the keeping of this virtuous Colonel Wardle, who was thus chastising royal peccadilloes. The whole of the circumstances did not come out whilst the question was before the House of Commons, but enough to injure the credit irreparably of Colonel Wardle, and make Mrs. Clarke's evidence more than ever suspicious. The full information was brought out by a trial instituted by a Mr. Wright, an upholsterer, in Rathbone Place, for furnishing a new house for her in Westbourne Place. She had now quarrelled with Colonel Wardle, and he refused to pay the bill. Wardle, it appeared, had done his best to stop the coming on of the[572] trial, but in vain; Mrs. Clarke appeared against him, and not only deposed that he had gone with her to order the goods, but told her it was in return for her aid in prosecuting the Duke of York's case. Wardle was cast on the trial, with costs, having about two thousand pounds to pay, and losing all the popularity that he had gained by the investigation. He had been publicly thanked by public meetings, both in the City and the country, and now came this rueful expos��. But it was too late now to save the Duke's reputation. The House of Commons had concluded its examination in March. It acquitted the Duke of any participation with his artful mistress in the vile profits on the sale of commissions, but that she had made such there was no question. The Duke did not await the decision of the Commons, but resigned his office. Lord Althorp, in moving that, as the Duke had resigned, the proceedings should go no further, said that the Duke had lost the confidence of the country for ever, and therefore there was no chance of his returning to that situation. This was the conclusion to which the House came on the 21st of March, and soon afterwards Sir David Dundas was appointed to succeed the Duke as Commander-in-chief, much to the chagrin of the army, and equally to its detriment. The Duke, though, like some of his brothers, very profligate, and, like them��according to a statement made during the debates on his case��capable, as a youth, of learning either Greek or arithmetic, but not the value of money, seems to have discharged his duty to the army extremely well, of which old General Dundas was wholly incapable.[See larger version]On his return, the contentions regarding pulling down old St. Paul's were rife as ever; but the following year the fire occurred, and Wren was commissioned to make a plan for the rebuilding of the City. He proposed to restore it on a regular plan, with wide streets and piazzas, and for the banks of the river to be kept open on both sides with spacious quays. But these designs were defeated by the ignorance and selfishness of the inhabitants and traders, and the banks of the Thames became once more blocked up with wharves and warehouses, narrow and winding lanes; and Wren could only devote his architectural talent to the churches, the Royal Exchange, and Custom House. These latter buildings were completed in the three following years; they have since both been burnt down and rebuilt. Temple Bar, a hideous erection, was finished in the fourth year, 1670. All this time the commencement of the new St. Paul's was impeded by the attempts of the commissioners to restore the old tumbling fabric, and it was only by successive fallings-in of the ruins that they were compelled to allow Wren to remove the whole decayed mass, and clear the ground for the foundations of his cathedral. These were laid in 1675, nine years after the fire, and the building was only terminated in thirty-five years, the stone on the summit of the lantern being laid by Wren's son, Christopher, 1710. The choir, however, had been opened for divine service in 1697, in the twenty-second year of the erection.
