The conduct of the trades unions excited a great deal of angry feeling amongst the wealthier classes; and the Government were vehemently condemned for not putting down the combination with a strong hand. It was said that the mischief they created was well known; that though their interference with trade, "their atrocious oaths, impious ceremonies, desperate tyranny, and secret assassinations had been brought under their observation," Ministers could not be stirred to any exhibition of energy for the protection of the manufacturer, the workman, or the public. On the 28th of April the Duke of Newcastle had brought the trades unions under the consideration of the House of Lords, and questioned Ministers as to their neglect respecting the disturbances these combinations occasioned. Lord Grey contented himself with a quiet expression of regret for their existence, and of a hope that they would die out if let alone; meanwhile, the Government were ready to put down disorderly meetings. This apparent indifference called forth indignant protests from the Marquis of Londonderry and Lord Eldon. The Lord Chancellor declared that the meetings were illegal, and that they were likely to produce great mischief; adding, "Of all the worst things, and of all the most pernicious devices that could be imagined for the injury of the interests of the working classes, as well as of the interests of the country at large, nothing was half so bad as their existence." He also stated that there could not remain the shadow of a doubt of the justice of the conviction of the Dorchester labourers. Strikes and combinations, however, continued during the summer. At the Chester Assizes, on the 5th of August, two men were indicted for the murder of a manufacturer during a strike in 1831. It appeared on evidence that the deceased had excited the ill feeling of the trades unions of the place, where he had a mill, in which he gave employment to a great number of people. Two of his own workmen had agreed to assassinate him for the sum of ��3 6s. 8d. each, paid by the union. They shot him as he was passing through a lane to his mills. Being found guilty, they were executed. On the 18th of the same month the workmen employed by the builders of London struck to the number of 10,000, including the artisans at the Government works. This course was adopted in consequence of a combined declaration of the master-builders, requiring them to abandon their connection with trades unions.The British during this year were engaged in a variety of enterprises, and in very different and distant parts of the world, with a success as various. The most remarkable undertaking was the defence of Lower Calabria, which showed what might be effected by British soldiers, if employed in sufficient numbers, and under able commanders. We have already sketched the attempt by a small Russian army and a smaller British one to support Ferdinand of Naples in his kingdom against the French. As General St. Cyr came back upon them, followed by Massena, with altogether sixty thousand men, the seven thousand of British and Russians were obliged to retreat, the Russians embarking for Corfu, and the British crossing over into Sicily, whither the Neapolitan Court had fled, taking up its residence at Palermo.
  • ONE:The press played a most important part in the agitation for Reform. A host of the most witty, brilliant, and powerful writers of the day wielded their pens against monopoly with tremendous effect, assailing it with argument and ridicule, like a continual storm of shot and shell. Of these, the[334] most distinguished was the Rev. Sydney Smith, who mingled argument, sarcasm, humour, and pathos, in his ardent advocacy of the popular cause, with a power and effect that made him a host in himself. In answer to the objection that the Reform Bill was a mere theory, he furnished the most telling illustrations, from life, of the way in which the existing system kept down merit and damaged the public service. So far from Reform being a mere theoretical improvement, he said, "I put it to every man who is himself embarked in a profession, or has sons in the same situation, if the unfair influence of borough-mongers has not perpetually thwarted him in his lawful career of ambition and professional emolument? 'I have been in three general engagements at sea,' said an old sailor; 'I have twice been wounded; I commanded the boats when the French frigate Astrolabe was cut out so gallantly.' 'Then, you were made a post captain?' 'No, I was very near it, but Lieutenant Thomson cut me out as I cut out the French frigate; his father is town-clerk of the borough of which Lord F���� is member, and there my chance was finished.' In the same manner all over England, you will find great scholars rotting on curacies, brave captains starving in garrets, profound lawyers decayed and mouldering in the Inns of Court, because the parsons, warriors, and advocates of borough-mongers must be crammed to saturation before there is a morsel of bread for the man who does not sell his votes and put his country up for auction; and though this is of every-day occurrence, the borough system, we are told, is no practical evil...." Another witty and brilliant writer, Mr. Fonblanque, rendered important services to the cause of Reform by his writings in the Examiner, which have been collected under the name of "Seven Administrations." Though Radical in its tendencies, he wrote, "Ministers have far exceeded our expectations. The plan of Reform, though short of Radical Reform, tends to the utter destruction of borough-mongering, and will prepare the way for a complete improvement. The ground, limited as it is, which it is proposed to clear and open with popular influence, will suffice, as the spot desired by Archimedes, for the plant of the power which must ultimately govern the whole system. Without Reform, convulsion is inevitable. Upon any Reform further improvement is inevitably consequent, and the settlement of the Constitution on the democratic basis certain."[1] At this period the Times was by far the greatest power of the newspaper press, and its advocacy of the cause of Reform was distinguished by a vigour and boldness which rendered it obnoxious to the House of Lords, and provoked an attack on the liberty of the press that caused a great deal of excitement during the discussions on the first Reform Bill. Mr. Lawson, the printer, was arrested, but released after a reprimand. TWO:The whole mode of coming into possession of these papers has something in it revolting to all honourable minds. Franklin, aware of this, insisted that they should not be printed nor made public, but only circulated amongst a select few. But the same motives which had induced Franklin to break his pledged secrecy, operated on the Assembly. They determined to make them public, and therefore pretended that other copies of them had reached them from England, and that they were thus absolved from all conditions of secrecy. This was totally false. The story was invented for the occasion, and the letters, without the name of Whately, to whom they had been addressed, were published by the Assembly. It was left to be inferred by the public, that they had been sent officially to England by the Governor and Lieutenant-Governor, and the Assembly voted the writing of them ample evidence of a fixed design on the part of the British Government to destroy the Constitution and establish arbitrary power. A petition was dispatched to be presented by Franklin to the king, calling for the removal of Hutchinson and Oliver from their posts. When these letters were read under these false impressions, sentiments were found in them which assumed a wholly exaggerated character, and the flame produced was, as Franklin and the Assembly intended, of the most furious kind.

There was a confused firing of pistols in the dark, and the soldiers coming up, nine of the conspirators were secured, with a quantity of arms and ammunition; but fourteen were said to have succeeded in escaping. THREE:In the debate on this subject, George Canning, who on many occasions had shown himself capable of better things, breathed the very language of Toryism. He declared the representation of Parliament perfect, and treated the most moderate proposals for Reform as only emanations from the mad theories of the Spenceans. The message of the Prince Regent came down on the 3rd of February, ordering certain papers to be laid before the House, "concerning certain practices, meetings, and combinations in the metropolis, and in different parts of the kingdom, evidently calculated to endanger the public tranquillity, to alienate the affections of his Majesty's subjects from his Majesty's person and Government, and to bring into hatred and contempt the whole system of our laws and institutions." Lord Sidmouth endeavoured to guard the House of Peers against the belief that the insult to the Regent had any share in the origination of this message, but the House of Lords, in its Address, directly charged this event as an additional proof of the public disaffection. Unfortunately, the Regent had two Houses of Parliament only too much disposed to make themselves the instruments of such vengeance. The message was referred to a secret committee in each House, and on the 18th and 19th of February they respectively made their reports. Both went at great length into the affair of the Spa Fields meeting, and the proceedings and designs of the Spenceans were made to represent the designs of the working classes all over the kingdom; that such men as Thistlewood, who not long after suffered for his justly odious conduct, were conspicuous among the Spenceans, and that there had been an affray in Spa Fields, were circumstances to give ample colouring to the reports of these committees. The Lords' report stated��"It appears clear that the object is, by means of societies, or clubs, established, or to be established, in all parts of Great Britain, under pretence of Parliamentary reform, to infect the minds of all classes of the community, and particularly of those whose[124] situation most exposes them to such impressions, with a spirit of discontent and disaffection, of insubordination, and contempt of all law, religion, and morality; and to hold out to them the plunder of all property as the main object of their efforts, and the restoration of their natural rights; and no endeavours are omitted to prepare them to take up arms, on the first signal, for accomplishing their designs."The history of the Peninsular War was written very ably and faithfully by a soldier who bore a distinguished part in it��General Sir W. F. P. Napier, one of three brothers, all eminently distinguished for their talents and achievements. About the time when this work was concluded appeared further illustrations of the war, in the "Despatches of Field-Marshal the Duke of Wellington," which were edited by Colonel Gurwood, and which are very valuable. Of these despatches it was justly remarked in the Edinburgh Review that no man ever before had the gratification of himself witnessing the formation of such a monument to his glory.

As the Lords Justices were apprehending that there might be some disturbances in Ireland, they were about to send over Sunderland as Lord-Lieutenant, and General Stanhope as Commander-in-Chief; but they were speedily relieved of their fears by the intelligence that all had passed off quietly there; that the Lords Justices of Ireland, the Archbishop of Armagh, and Sir Constantine Phipps, who had been more than suspected of Jacobitism, had proclaimed the king on the 6th of August, and, to give evidence of their new zeal, had issued a proclamation for disarming Papists and seizing their horses. The proclamation of George passed with the same quietness in Scotland, and no king, had he been born a native, in the quietest times, could have succeeded to the throne more smoothly. Eighteen lords, chiefly Whigs, were nominated by the new king to act as a Council of Regency, pending his arrival, and the Civil List was voted by Parliament.

FORE:With Lord Eldon, however, he held different language, complaining bitterly of the difficulties in which the Ministers had involved him. He is represented as struggling desperately in meshes from which he found it impossible to extricate himself; and, as usual with weak minds, he threw all the blame of his misery on others. What could he do? What had he to fall back upon?" After relating much more in the same strain, Lord Eldon adds: "Little more passed, except occasional bursts of expression, 'What can I do? What can I now fall back upon? What can I fall back upon? I am miserable, wretched. My situation is dreadful; nobody about me to advise with. If I do give my consent, I will go to the baths after all, and from thence to Hanover. I'll return no more to England. I'll make no Roman Catholic peers; I will not do what this Bill will enable me to do. I'll return no more. Let them get a Catholic king in Clarence! [I think he also mentioned Sussex.] The people will see that I did not wish this.' There were the strongest appearances, certainly, of misery. He more than once stopped my leaving him. When the time came that I was to go, he threw his arms around my neck, and expressed great misery. I left him at about twenty minutes or a quarter before five. I certainly thought when I left him that he would express great difficulty, when the Bill was prepared for the Royal Assent, about giving it." The writer adds, sarcastically:��"I fear that it seemed to be given as a matter of course." Next day, Lord Eldon wrote to his daughter: "The fatal Bill received the Royal Assent yesterday afternoon. After all I had heard in my visits, not a day's delay. God bless us and His Church." At Windsor, on the 13th of April, the king pronounced over the Bill that he so hated the words��"Le Roy le veult."

He had recently submitted a plan to the Repeal Association, recommended by a committee of which he was chairman, for the restoration of the Irish Parliament. In the document containing this plan it was declared that the people of Ireland finally insisted upon the restoration of the Irish House of Commons, consisting of 300 representatives, and claimed, in "the presence of the Creator," the right of the Irish people to such restoration, stating that they submitted to the union as being binding in law, but solemnly denied that it was founded on right, or on constitutional principle, or that it was obligatory on conscience. The franchise was to be household suffrage, and the voting by ballot. It was also provided that the monarch or regent de jure in England should be the monarch or regent de facto in Ireland. This revolutionary scheme was to be carried into effect, "according to recognised law and strict constitutional principle." The arbitration courts which O'Connell had threatened to set up, in consequence of the superseding of magistrates connected with the Repeal Association, had actually been established; and the Roman Catholic peasantry, forsaking the regular tribunals, had recourse to them for the settlement of their disputes.

THREE:Whilst these proceedings were in agitation, the Tory and Jacobite party, which had at the king's accession appeared stunned, now recovering spirit, began to foment discontent and sedition in the public mind. They got the pulpits to work, and the High Church clergy lent themselves heartily to it. The mobs were soon set to pull down the meeting-houses of the Dissenters. Many buildings were destroyed, and many Dissenters insulted. They did not pause there, but they blackened the character of the king, and denied his right to the Crown, whilst the most fascinating pictures were drawn of the youth, and grace, and graciousness of the rightful English prince, who was wandering in exile to make way for the usurper. To such a length did matters go, that the Riot Act, which had been passed in the reign of Mary, and limited to her own reign, which was again revived by Elizabeth, and had never since been called into action, was now made perpetual, and armed with increased power. It provided that if twelve persons should unlawfully assemble to disturb the peace, and any one Justice should think proper to command them by proclamation to disperse, and should they, in contempt of his orders, continue together for one hour, their assembling should be felony without benefit of clergy. A subsequent clause was added, by which pulling down chapels or houses, even before proclamation, was made subject to the same penalties. Such is the Act in force at this day.A still more signal victory was won by Admiral Duncan in the autumn. On the 11th of October, the Admiral, who had been watching the Dutch fleet in the Texel, found that during a storm it had stolen out, and was on its way to join the French fleet at Brest. There were eleven sail of the line, and four fifty-six gun ships, commanded by Admiral de Winter. Duncan had sixteen sail of the line. Notwithstanding our superiority of numbers, the Dutch fought with their accustomed valour, but Duncan ran his ships between them and the dangerous coast, to prevent their regaining the Texel, and so battered them that they were compelled to strike. Eight sail of the line, two fifty-six gun ships, and two frigates remained in our hands; but the Dutch had stood it out so stoutly, that the vessels were few of them capable of being again made serviceable. The loss in killed and wounded on both sides was great. Duncan was elevated to the peerage for this victory of Camperdown, and the danger of immediate invasion was at an end.

THREE:Britain was anxiously appealed to for aid; but Pitt, who had raised so powerful an armament to check the attacks of Russia on Turkey, was not disposed to denounce the attempts of Russia on Poland. He might be blamed for refraining from exerting the moral power of Britain in condemnation of the unprincipled aggression of Russia, but he could not be expected to take arms in defence of Poland, so far removed from the influence of a maritime nation. Colonel Gardiner, our Minister at Warsaw, was instructed by our Secretary for Foreign Affairs, Lord Grenville, to express a friendly interest towards Poland, but to take care to avoid raising hopes of assistance. The Poles, repelled by Prussia and Austria, and finding no warmth of sympathy in the agent of Britain, dispatched Count Bukaty in June to London to plead for aid. But Pitt was cold and immovable, though he saw with regret that the absorption of this large country, in the centre of Europe, would formidably increase that preponderance of Russia, which he had attempted to prevent when there was a question of the absorption of Turkey. He adopted an attitude of strict neutrality. No motion condemnatory of Russia's grasping schemes was made in Parliament; it seemed to Britain a matter of no moment that one of the chief nations of Europe should be torn in pieces by rapacious Powers, contrary to all moral and international law. The Whigs, those warm advocates of revolution and of popular freedom, were dumb. In fact, what could they say? Fox and his admirers had all along been lauding the Russian Empress as one of the greatest, ablest, and most innocent of monarchs, simply in opposition to Pitt and his endeavours to repress her schemes of aggrandisement. Fox had even sent Mr. Adair as his emissary to St. Petersburg, to congratulate her on her successes, and to assure her of the admiration of Englishmen. Such are the perversities into which men are driven by party spirit! At this very moment Fox and the Whigs were flattering and patting Catherine on the back, when her bandit armies had already their feet on the doomed soil of Poland, and they were still applauding the Revolutionists of France, when they were already beyond the Rhine, on that crusade of conquest which plunged Europe into more than twenty years of the most horrible bloodshed. They saw all this when too late. For the present, what was done for Poland was to call a meeting at the Mansion House and open a subscription for the suffering Poles.

Howe had twenty-five sail of the line and five frigates, carrying two thousand and ninety-eight guns, in weight of metal twenty-one thousand five hundred and nineteen pounds, and sixteen thousand six hundred and forty-seven men. Joyeuse, now joined by Admiral Neilly, had twenty-six line-of-battle ships and smaller vessels, carrying two thousand one hundred and fifty-eight guns, in weight of metal twenty-five thousand five hundred and twenty-one pounds, and nineteen thousand eight hundred and twenty-eight men. After some skirmishing, on the 1st of June��"the glorious first"��Howe came to close quarters with the enemy, who was compelled to fight by the presence of the Conventional Commissioner Bon St. Andr��. He ordered his fleet to follow his ship, the Charlotte, in cutting right through the enemy's line. Only five ships, however, accomplished this so as to engage the French to the leeward, and prevent them from escaping. Howe afterwards complained that some of his captains had not obeyed his orders, and threatened them with a court-martial; but some replied that their ships were in such bad sailing condition that they could not effect this movement, and others that they did not understand the signal. Thus, five vessels fighting to the leeward, and the rest to the windward, the battle raged furiously from nine in the morning till three in the afternoon, when the French admiral sheered off for Brest, leaving behind seven of his finest vessels in the hands of the British. The British lost in the action two hundred and seventy-nine men, and had eight hundred and seventy-seven wounded. The French lost in six of the captured ships alone six hundred and ninety men, and had five hundred and eighty wounded. The seventh, the Vengeur, went down almost as soon as the British flag was hoisted on her, with, it is supposed, three hundred men in her. Altogether, it is likely that the French did not lose less than fifteen hundred men, besides wounded, and two thousand three hundred prisoners. The British lost a number of officers, who were either killed in the battle or died afterwards of their injuries Amongst these were Sir Andrew Douglas, second captain of Howe's own ship; Captains Montagu of the Montagu, Hutt of the Queen, and Harvey of the Brunswick; Rear-Admirals Pasley of the Bellerophon, and Bowyer of the Barfleur. Admiral Graves and Captain Berkeley were severely wounded. Howe made every effort to pursue and bring the French admiral again to action; but, owing to the bad sailing qualities of English ships at that time, and the shattered state of many of them, he could not overtake Villaret, who made the best of his way to Brest. During the remainder of the year there were various engagements between small squadrons in different quarters, in which the advantage generally remained with the British, besides the training thus afforded to the officers and sailors for the mighty victories which awaited them.

Washington, who had witnessed the battle, saw, to his infinite mortification, the British pursuing his flying troops almost up to their entrenchments. The ardour of the English soldiers was such that they would speedily have stormed and carried the lines, and not a man of the American army on Long Island would have escaped being taken or killed. But General Howe, with that marvellous stupidity which marked all our generals in this war, ordered them back, saying that the lines could be taken with less loss of life by regular approach. The next morning they began throwing up trenches near one of the American redoubts, from which to cannonade it; but Washington was much more aware of the untenable nature of his position than Howe, and, under favour of darkness, and of a thick fog in the morning, he had been for hours busily transporting his forces over the East River to New York. All that day, and in the night of the 29th, he continued, with all possible silence, conveying over his troops, artillery, and stores, expecting every moment that General Howe would burst through his lines at Brooklyn, and attack him in the rear, whilst Lord Howe, with his ships, would advance, and blow all his fragile transports into the water. Soon, however, Washington saw there was no maintaining his position there. He found the British fast enclosing him on all sides, too; and on the 12th of September he began to evacuate the place in such haste as to leave behind him a great quantity of his artillery and stores. The English landed on York Island without the loss of a man. Three thousand men had placed themselves ready to attack the British as they landed, and before they could form; but the sight of two companies of grenadiers, already in position, had such an effect on them, that they fled, leaving their blankets and jackets, which they had thrown off in certainty of beating the English.Before Walpole thus threw off the mask of moderation��indeed, on the very day of his resignation��he introduced a well-matured scheme for the reduction of the National Debt, which was, in fact, the earliest germ of the National Sinking Fund. Though the ordinary rate of interest had been reduced, by the statute of the 12th of Queen Anne, to five per cent., the interest on the funded debt remained upwards of seven. The Long and Short Annuities were unredeemable, and could not be touched without the consent of the proprietors; but Walpole proposed to borrow six hundred thousand pounds at only four per cent., and to apply all savings to the discharge of the debts contracted before December, 1716. He proposed, also, to make some arrangement with the Bank and the South Sea Company, by which the Bank should lend two millions and a half, and the Company two millions, at five per cent., to pay off such holders of redeemable debts as should refuse to accept an equal reduction.The death of the Princess Charlotte left the prospect of the succession to the Crown equally serious. Of the numerous sons and daughters of George III. not one had legitimate issue. It might be necessary soon to look abroad in Germany or in Denmark for an heir to the Crown. This consideration led to a number of royal marriages during the earlier part of this year. The first of these marriages was not of this description. The House of Commons was also asked to add an additional ten thousand pounds a year to the allowance of the Duke of Clarence, and six thousand pounds a year each to those of the Dukes of Cumberland and Cambridge, and to that of the Duke of Kent,[136] if he, too, should marry. Ministers intimated that it had been the intention to ask much larger sums, but they found that it was necessary to reduce the sum asked for the Duke of Clarence. It was a matter of notoriety that the duke had already a large family by the actress, Mrs. Jordan, and probably the feeling of the House was influenced by his desertion of that lady; but there was a stout opposition and the sum was reduced to six thousand pounds. Loud acclamations followed the carrying of this amendment, and Lord Castlereagh rose and said, after the refusal of the sum asked, he believed he might say that the negotiation for the marriage might be considered at an end. The next day the duke sent a message declining the sum granted; yet, after all, his marriage took place. The Duke of Cumberland was already married to the Princess Frederica Sophia, the daughter of the Duke of Mecklenburg-Strelitz, who had been divorced from Frederick Louis, Prince of Prussia. The Duke of Cumberland was one of the most unpopular men in the whole kingdom, for there were rumours of very dark passages in his life, and Parliament had rejected an application for an additional allowance on his marriage; and it now rejected this application amid much applause. The sum asked for the Duke of Cambridge was carried, but not without considerable opposition. The spirit of reform was in the air.Such a calamity could not but be attended with the most mischievous consequences. Chatham was obliged to leave town, and seek retirement and[192] a purer air at North End, near Hampstead. Townshend, who in a few days would have ceased to be Chancellor of the Exchequer, still retained office, and now showed more freely the wild and erratic character of his genius. He had lost half a million from the revenue by the reduction of the land-tax, and he pledged himself to the House to recover it from the Americans. He declared that he fully agreed with George Grenville, even in the principle of the Stamp Act, and ridiculed the distinction set up by Chatham, and admitted by Franklin, of the difference between internal and external taxation. This was language calculated to fire the already heated minds of the colonists, who, the more they reflected on Chatham's lofty language on the supreme authority of the mother country in the declaratory Act, the more firmly they repudiated it.We have the accounts of what took place from both sides��from the magistrates and the people. Mr Hulton, the chairman of the bench of magistrates, made the following statements in evidence, on the trial of Hunt, at York. He said that the warrants for the apprehension of the leaders of this movement were not given to Nadin, the chief constable, till after the meeting had assembled, and that he immediately declared that it was impossible for him to execute them without the protection of the military; that orders were at once issued to the commander of the Manchester Yeomanry, and to Colonel L'Estrange, to come to the house where the magistrates sat. The yeomanry arrived first, coming at a quick trot, and so soon as the people saw them they set up a great shout. The yeomanry advanced with drawn swords, and drew up in line before the inn where the magistrates were. They were ordered to advance with the chief constable to the hustings, and support him in executing the warrants. They attempted to do this, but were soon separated one from another in the dense mob, and brought to a stand. In this condition, Sir William Jolliffe also giving evidence, said that he then, for the first time, saw the Manchester troop of yeomanry.[151] They were scattered, singly or in small groups, all over the field, literally hemmed in and wedged into the mob, so that they were powerless either to make an impression, or to escape; and it required only a glance to discover their helpless condition, and the necessity of the hussars being brought to their rescue. The hussars now coming up, were, accordingly, ordered to ride in and disperse the mob. The word "Forward" was given, and the charge was sounded, and the troop dashed in amongst the unarmed crowd. Such a crowd never yet stood a charge of horse. There was a general attempt to fly, but their own numbers prevented them, and a scene of terrible confusion ensued.
