FORE:[See larger version]Before pursuing the immediate story of Buonaparte and his pursuers from the North, we will narrate the progress of Lord Wellington during this year. It was a favourable circumstance for him that, although he continued to receive no little trouble, impediment, and discouragement from the proud and thankless Spaniards, the turn of affairs in the North compelled Napoleon to withdraw some of his best troops and his best general from that country to aid him in his new campaign against Russia, Sweden, and Germany. He had altogether two hundred and seventy thousand men in Spain, in one quarter or other, to oppose the small Anglo-Spanish army in the south, and the miscellaneous army under Lord Wellington, amounting only to about seventy thousand men. He therefore withdrew one hundred and fifty skeletons of battalions from Spain��amounting, nevertheless, to only about twenty thousand men��as a means of disciplining his young conscripts. What was of far more consequence, he withdrew Soult, the only general that occasioned Wellington much trouble. The nominal Commander-in-Chief of the French armies in Spain was King Joseph, but the real commanders were Marshal Jourdan and Generals Clausel and Foy in the north, General Reille at Valladolid, Drouet at Madrid, and Suchet at Toledo.FORE:On the 1st of December, 1837, shortly after the opening of Parliament, Lord John Russell introduced a question of great urgency��the relief of the Irish poor. After going through, and commenting on, the several recommendations of the Inquiry Commissioners, and noticing the objections to which they were all more or less open, he explained, by way of contrast, the principles on which the present Bill was founded, much in the same manner that he had done on the first introduction of the measure. The statement was generally well received, although there were some marked exceptions in this respect; and the Bill was read a first time without a division. It was, in like manner, read a second time on the 5th of February, 1838; but, on the motion for going into committee, on the 9th, Mr. O'Connell strongly opposed it, and moved that it be committed that day six months. The amendment was, however, negatived by 277 to 25, a majority which made the passing of the measure in some form pretty certain. On the 23rd of February the question of settlement was again very fully discussed, and its introduction opposed by 103 to 31, the latter number comprising all that could be brought to vote for a settlement law of any kind. The vagrancy clauses were for the present withdrawn from the Bill, on the understanding that there would hereafter be a separate measure for the suppression of mendicancy. The Bill continued to be considered in successive committees until the 23rd of March, when, all the clauses having been gone through and settled, it was ordered to be reported, which was done on the 9th of April. On the 30th of April the Bill was read a third time and passed by the Commons, and on the day following was introduced and read a first time in the Lords. Many of the peers, whose estates were heavily encumbered, were alarmed at the threatened imposition of a poor-rate, which might swallow up a large portion of their incomes. Those who were opposed to a poor law on economic principles,[449] appealed to their lordships' fears, and excited a determined opposition against the measure. On the 21st of May there was a stormy debate of nine hours' duration. Lord Melbourne moved the second reading in a judicious speech, in which he skilfully employed the best arguments in favour of a legal provision for the poor, stating that this measure was, in fact, but the extension to Ireland of the English Act of 1834, with such alterations as were adapted to the peculiar circumstances of that country. It would suppress mendicancy, and would abate agrarian violence, while relieving the destitute in a way that would not paralyse the feeling of energy and self-reliance. Among the most violent opponents of the measure was Lord Lyndhurst, who declared that it would lead to a dissolution of the union. The Duke of Wellington, on the contrary, contended that the Bill, if amended in committee, would improve the social relations of the people of Ireland, and would induce the gentry to pay some attention to their properties, and to the occupiers and labourers on their estates. He objected, however, to a law of settlement as leading to unbounded litigation and expense. Owing chiefly to the support of the Duke, the second reading was carried by a majority of 149 to 20. On the motion that the Bill be committed, on the 28th of May, a scene of confusion and violence was presented, surpassing anything that could have been expected in such a dignified assembly. The Irish peers especially were in a state of extreme excitement. The discussion was adjourned to the 31st, and, after a debate of eight hours, the clause embodying the principle of the Bill was adopted by a majority of 107 to 41. The Bill was considered in committee on the 7th, 21st, 22nd, and 26th of June, and was read a third time on the 6th of July. It had now passed the Lords, altered, and in some respects improved; although, in the opinion of its author, the charge upon electoral divisions approximated too nearly to settlement to be quite satisfactory. The Royal Assent was given to the measure on the 31st of July, and thus a law was at length established making provision for the systematic and efficient relief of destitution in Ireland.FORE:Saxe followed up his advantage by despatching L?wendahl against Bergen-op-Zoom, the key of Holland, and the masterpiece of the celebrated engineer, Cohorn. This was not only amazingly strong in its fortifications, but had a powerful garrison, and was covered by an entrenched camp of twelve thousand men. The trenches were opened in the middle of July, and might have defied all the efforts of the French, had not Baron Cronstrom, the commander, a man of eighty, suffered them to take it by surprise on the 15th of September. The French had led a vast number of men before this place, and its surrender ended the campaign.She continued till nearly the last to hide from the surgeons the real cause of her sufferings, and was treated by the medical men for gout in the stomach. When the secret was at length disclosed, it was too late; though one of the surgeons declared that, if they had been informed two days earlier, they could have saved her.FORE:Meanwhile, the American emissaries were both busy and successful at the Court of France. Though the Government still professed most amicable relations towards Great Britain, it winked at the constant sale of the prizes taken by American privateers, or those who passed for such, in their ports. The Government had, as we have seen, supplied the insurgents with money and arms. It was now arranged between Silas Deane and the French Minister, Vergennes, that the supplies of arms and ammunition should be sent by way of the West Indies, and that Congress should remit payment in tobacco and other produce. The French Government supplied the American agents with money for their purchases of arms and necessary articles for the troops, also to be repaid in tobacco. Two of the ships sent off with such supplies were captured by the British men-of-war; but a third, loaded with arms, arrived safely. To procure the money which they could not draw from Europe, Congress made fresh issues of paper money, though what was already out was fearfully depreciated. They voted a loan also of five millions of dollars, at four per cent. interest. They authorised a lottery to raise a like sum, the prizes to be payable in loan-office certificates. These measures only precipitated the depreciation of the Government paper; people refused to take it; and Washington, to prevent the absolute starvation of the army, was endowed with the extraordinary power of compelling the acceptance of it, and of arresting and imprisoning all maligners of the credit of Congress. Congress went further, and passed a resolution that their bills ought to pass[237] current in all payments, trade, and dealings, and be deemed equal in value to the same sum in Spanish dollars; and that all persons refusing to take them should be considered enemies to the United States; and the local authorities were called upon to inflict forfeitures and other penalties on all such persons. Still further: the New York convention having laid before Congress their scheme for regulating the price of labour, produce, manufactured articles, and imported goods, it was adopted. But these arbitrary and unscientific measures the traders set at defiance, and the attempts to enforce them only aggravated the public distress. Loans came in slowly, the treasury ran low, the loan offices were overdrawn, and the issue of bills of credit was reluctantly recommenced; ten additional millions were speedily authorised, and as the issue increased, the depreciation naturally kept pace with it. The Commissioners in France were instructed to borrow money there, but the instructions were more easily given than executed.FORE:In the month of April arrived the permission for Sir William Howe to retire, and, although he was one of the five Commissioners named for carrying into effect the proposals in Lord North's Bill, he determined to leave at the earliest day for England. Lord Howe, the Admiral, was equally impatient to return, but Lord Sandwich had informed him that it would be considered a great misfortune for him to quit his command in the present circumstances. This was, in fact, an order for his remaining, which the breaking out of the war with France, and the expected arrival of a French fleet, rendered doubly imperative.[256] Sir Henry Clinton was appointed to succeed Sir William Howe, and, the former having arrived in Philadelphia, Howe departed. Scarcely had Clinton assumed the command, when an order arrived from the Government at home to abandon Philadelphia, and concentrate his forces at New York. The French fleet under D'Estaing was on its way, and it was considered that we had not a fleet of sufficient strength to beat them back from the mouth of the Delaware.The confederates endeavoured to keep their plans profoundly secret till they were ready to burst at once on the devoted King of Prussia; but Frederick was the last man alive to be taken by surprise. The secret was soon betrayed to him, and, at once waiving his dislike of the King of England, he concluded a convention with him in January, 1756, and bound himself, during the disturbances in America, not to allow any foreign troops to pass through any part of Germany to those colonies, where he could prevent it. Having his treasury well supplied, he put his army in order, and in August of that year sent a peremptory demand to Vienna as to the designs of Austria, stating, at the same time, that he would not accept any evasive reply; but the reply being evasive, he at once rushed into Saxony at the head of sixty thousand men, blockaded the King of Saxony in Pirna, and secured the queen in Dresden. By this decisive action Frederick commenced what the Germans style "The Seven Years' War." In the palace of Dresden Frederick made himself master of the secret correspondence and treaties with France, Russia, and Austria, detailing all their designs, which he immediately published, and thus fully justified his proceedings to the world.

FORE:[18] H. M. Sandford, made Lord Mount Sandford.FORE:Perhaps there is no cause from which Ireland has suffered more than from misrepresentations. Nowhere have the want of discrimination, and due allowance for the extravagant exaggerations of vehement partisans, been more pernicious. There were in the reign of George IV. no evils in Ireland which would not have yielded to the action of just and impartial government, removing real grievances, and extending to the people, in a confiding spirit, the blessings of the British Constitution, in the spirit of Lord Wellesley's administration. He had to contend, indeed, with peculiar difficulties. Ireland shared largely in the general distress of the United Kingdom, occasioned by the contraction of the currency, and the consequent low prices of agricultural produce. He found a great portion of the south in a state of licentiousness, surpassing the worst excesses of former unhappy times; he had to deal with dangerous and secret conspiracies in other parts of the country. He applied the energies of his powerful mind to master these complicated difficulties in the spirit of conciliation which had been enjoined in the king's instructions. He explored every dangerous and untried path, and he laboured diligently, by the equal administration of the laws, to promote peace and happiness among all classes of the people. He succeeded to a great extent in accomplishing the object of his administration. Mr. Plunket, the Irish Attorney-General, in his speech on unlawful societies, in the House of Commons, in February, 1825, described the country as in a state of peace and prosperity. She had been enabled, by the noble lord at the head of the Government, and by the measures which he had matured, to enjoy the blessings which were the offspring of internal tranquillity. Those measures had been properly administered, and public confidence had been in consequence restored. "It was a great blessing," he said, "it was a most gratifying object, to behold that country now floating on the tide of public confidence and public prosperity. She was lying on the breakers, almost a wreck, when the noble marquis arrived; and if he had not taken the measures which have been so successfully adopted, she never could have floated on that tide of public prosperity."When Parliament reassembled, Fox seized the very earliest moment to address the Chair and occupy the attention of the House. He rose at the unusually early hour of half-past two o'clock in the day, before the newly returned members had taken their oaths. Pitt himself was in this predicament, but, as soon as he had taken his oath, he rose to speak; but Fox contended that he was already in possession of the House, and, though Pitt announced that he had a message from the king, Fox persisted, and moved that the House should go into committee on the state of the nation. This allowed Pitt to speak, who declared that he had no objection to the committee; but he thought it more advisable to go into the question of India, on which subject he proposed to introduce a Bill. He then made some sharp remarks on the conduct of Fox in thus seizing, by artifice, a precedence in speaking, and on the petulance and clamour which the Opposition had displayed, and on the violent and unprecedented nature of their conduct, by which they hoped to inflame the spirit of the country and excite unnecessary jealousies. In truth, Fox and his party were now running a most unwise career. Possessed of a large majority, they were indignant that the king should have dismissed them, and thought that they could outvote the new Ministry, and drive them again from office. They had, no doubt, such a majority; but, at the same time, they had the king resolute against them. They had insulted him by their violent denunciations of his letter, and they had not, in their anger, the discernment to perceive that not only would this be made use of by their opponents to injure them, both in Parliament and out of it, but their proceeding with so much heat and violence was calculated to make them appear factious��more concerned for their places than for the interests of the country. All this took place; the king and Ministry saw how all this would operate, and calmly awaited its effects. Fox and his party were, however, blind to the signs of the times, and carried no less than five resolutions against the Government.FORE:But the loss of the Allies had also been perfectly awful. The Prussians, besides the great slaughter at Ligny, had been engaged in a bloody struggle at Planchenoit, and the British and their Allies had lost in the battle of Waterloo two thousand four hundred and thirty-two killed, and nine thousand five hundred and twenty-eight wounded; these, added to the numbers killed and wounded at Quatre Bras, raised the total to fifteen thousand. Of British and Hanoverian officers alone six hundred were killed or wounded at Waterloo. The Duke of Brunswick fell at the head of his troops at Quatre Bras, without having the satisfaction of witnessing the final ruin of Buonaparte. So many of Wellington's staff were disabled that he had at one time no officer to dispatch with a pressing order. A young Piedmontese, of the family of De Salis, offered himself. "Were you ever in a battle before?" asked the Duke. "No, sir," he replied. "Then," said the Duke, "you are a lucky man, for you will never see such another." When the Duke, who had witnessed so many bloody battles, saw the carnage of Waterloo, and heard, one after another, the losses of so many companions in arms, he was quite overcome. In his despatches he says: "I cannot express the regret and sorrow with which I look round me, and contemplate the losses that we have sustained." And again, "The losses I have sustained have quite broken me down, and I have no feeling for the advantages we have gained."
