Start out with the Hunters Pack from Rebel Minis, and toss in some of the Zombie Hunter/Survivalists from The Scene UK. That should give you a pretty good start on the characters. |

If Khurasan ever gets their full inventory back up, they've got some not-Super Mutants that could work as a tank with relatively little conversion work. |
