On the 23rd, the day fixed for the rising, the insurgents turned out in many places, notwithstanding the arrest of their leaders. They did not succeed at Carlow, Naas, and Kilcullen. But, on the 25th, fourteen thousand of them, under one Father Murphy, attacked Wexford, defeated the garrison which came out to meet them, took a considerable number of prisoners, whom they put to death, and frightened the town into a surrender on the 30th. They treated such Protestants as remained in the place with the utmost barbarity. They took Enniscorthy and, seizing some cannon, encamped on Vinegar Hill. On the 31st they were attacked by General Lake, who drove them from their camp, made a great slaughter of them, and then retook Wexford and Enniscorthy. General Johnson attacked another party which was plundering the town of New Ross, killing and wounding two thousand six hundred of them. On this news reaching Scullabogue, the insurgents there massacred about one hundred Protestant prisoners in cold blood. These massacres of the Protestants, and the Presbyterians in the north having been too cautious to rise, after the betrayal of the plot, caused the whole to assume the old character of a Popish rebellion. Against this the leading Catholics protested, and promptly offered their aid to Government to suppress it. Of the leaders, MacCann, Byrne, two brothers named Sheares, the sons of a banker at Cork, were executed. The success of the soldiers was marked by worse cruelty than that of the rebels; for instance, at Carlow about 200 persons were hanged or shot. Arthur O'Connor, Emmet, MacNevin, Sampson, and a number of others, were banished. Lord Cornwallis was appointed Lord-Lieutenant in place of Lord Camden, and pardons were assured to those who made their submission. All now seemed over, when in August there appeared at Killala three French frigates, which landed nine hundred men, who were commanded by General Humbert. Why the French should send such a mere handful of men into Ireland, who must inevitably be sacrificed or made prisoners, can perhaps only be accounted for by the assurances of the disaffected Irish, that the whole mass of the people, at least of the Catholics, were ready to rise and join them. But if that were true��if, as Wolfe Tone assured them, there were three hundred thousand men already disciplined, and only in need of arms, it would have been sufficient to have sent them over arms. But then Tone, who had grown as utterly reckless as any sansculotte Frenchman, described the riches of Ireland, which were to repay the invaders, as something prodigious. In his memorial to the Directory he declared that the French were to go shares with[464] the nation whom they went to liberate, in all the church, college, and chapter lands, in the property of the absentee landlords, which he estimated at one million pounds per annum, in that of all Englishmen, and in the income of Government, which he calculated at two millions of pounds per annum. General Humbert, who had been in the late expedition, and nearly lost his life in the Droits de l'Homme, no doubt expected to see all the Catholic population flocking around him, eager to put down their oppressors; but, so far from this, all classes avoided him, except a few of the most wretched Catholic peasants. At Castlebar he was met by General Lake, with a force much superior in numbers, but chiefly yeomanry and militia. Humbert readily dispersed these��the speed of their flight gaining for the battle the name of the Castlebar Races��and marched on through Connaught, calling on the people to rise, but calling in vain. He had made this fruitless advance for about seventeen days when he was met by Lord Cornwallis with a body of regular troops, and defeated. Finding his retreat cut off, he surrendered on the 8th of September, and he and his followers became prisoners of war. But the madness or delusion of the French Government had not yet reached its height; a month after this surrender Sir John Warren fell in with a French line-of-battle ship and eight frigates, bearing troops and ammunition to Ireland. He captured the ship of the line and three of the frigates, and on board of the man-of-war was discovered the notorious Wolfe Tone, the chief instigator of these insane incursions, and who, before sailing, had recorded in his diary, as a matter of boast, that every day his heart was growing harder, that he would take a most dreadful vengeance on the Irish aristocracy. He was condemned to be hanged, but he managed to cut his throat in prison (November 19, 1798). And thus terminated these worse than foolish attempts of France on Ireland, for they were productive of great miseries, both at sea and on land, and never were conducted on a scale or with a force capable of producing any permanent result.

ONE:From the Picture by DANIEL MACLISE R.A., in the Walker Art Gallery.The example of Oxford, who made an attempt on the life of the Queen, was followed by another crazy youth, named Francis, excited by a similar morbid passion for notoriety. On the 29th of May, 1842, the Queen and Prince Albert were returning to Buckingham Palace down Constitution Hill in a barouche and four, when a man who had been leaning against the wall of the palace garden went up to the carriage, drew a pistol from his pocket, and fired at the Queen. Her Majesty was untouched, and seemed unaware of the danger. The assassin was observed by Prince Albert, and pointed out by him to one of the outriders, who dismounted to pursue him; but he had been at once arrested by other persons. The carriage, which was driving at a rapid pace, no sooner arrived at the palace, than a messenger was sent to the Duchess of Kent to announce the Queen's danger and her safety. The prisoner, John[491] Francis, the son of a machinist or stage carpenter at Covent Garden Theatre, having been twice examined by the Privy Council, was committed to Newgate for trial at the Central Criminal Court on a charge of shooting at the Queen with a loaded pistol. He was only twenty years of age. The trial of Francis took place on the 17th of June, before Chief Justice Tindal, Baron Gurney, and Justice Patteson. The principal witness was Colonel Arbuthnot, one of the equerries who was riding close to the Queen when the shot was fired, and cried out to a policeman, "Secure him!" which was done. Colonel Wylde, another equerry, with several other witnesses, corroborated the testimony of Colonel Arbuthnot; and it appeared that Francis had on the previous day pointed a pistol at the Queen, though he did not fire. For the defence it was alleged that the attempt was the result of distress, and that the prisoner had no design to injure the Queen. The jury retired, and in about half an hour returned into court with a verdict of "Guilty," finding that the pistol was loaded with some destructive substance, besides the wadding and powder. Chief Justice Tindal immediately pronounced sentence of death for high treason, that he should be hanged, beheaded, and divided into four quarters. The sentence was commuted to transportation for life.

THREE:In this year the Spanish Legion, which had been sent to help the Constitutionalists in Spain was dissolved, after an inglorious career. It had been constantly attacked by the Conservatives in Parliament. Thus, in the Session of 1837, Lord Mahon, who had been Under-Secretary for Foreign Affairs in Sir Robert Peel's Government, reviewed the line of policy pursued by Lord Palmerston. He complained that the public had been kept in a[454] state of ignorance whether they were at peace or at war, and in his opinion it was a peace without tranquillity and a war without honour. The object of the Quadruple Alliance had been to appease the civil dissensions in Portugal, and not to sanction the intervention of France and Britain in Spain. He lamented the policy that led to the additional articles signed in 1834, which stipulated for a certain degree of interference. But Lord Palmerston had thought proper to proceed still further, in suspending the Foreign Enlistment Act, and allowing 12,000 Englishmen to enlist under the banners of the Queen of Spain. More than ��540,000 had been already expended in the war; and in Lord Mahon's opinion the influence of Great Britain in Spain had not been augmented by these measures, in proof of which he alleged that British merchants got less fair play there than French merchants. Lord Palmerston defended his policy against the attacks of Lord Mahon and other speakers. The Quadruple Treaty, he contended, contemplated assistance to the Constitutional party in Spain as well as in Portugal. It was concluded because there was a civil war in Portugal; and when the civil war was transferred to Spain, the same parties who took part with Portugal by treaty were bound at an early period to extend its provisions to Spain, its object being expressly "the pacification of the Peninsula by the expulsion of the two Infants from it." He differed widely from Lord Mahon in thinking the suspension of the Foreign Enlistment Act was disgraceful to the Government. Examples of the same kind were to be found in the most brilliant periods of the history of England.

TWO:When Washington arrived at the camp at Cambridge, instead of twenty thousand men, which he expected on his side, he found only sixteen thousand, and of these only fourteen thousand fit for duty. He describes them as "a mixed multitude of people under very little order or government." They had no uniforms; and Washington recommended Congress to send them out ten thousand hunting-shirts, as giving them something of a uniform appearance. There was not a single dollar in the military chest; the supply of provisions was extremely deficient and uncertain. There was a great want of engineering tools; and he soon discovered that the battle of Bunker's Hill, which, at a distance, was boasted of as a victory, had been a decided defeat. He immediately set about to reduce this discouraging chaos into new order. Assisted by General Lee, he commenced by having prayers read at the head of the respective regiments every morning. He broke up the freedom which confounded officers and men; he compelled subordination by the free use of the lash, where commands would not serve. He kept them daily at active drill. He laboured incessantly to complete the lines, so that very soon it would be impossible for the enemy to get between the ranks. But the great and��if the English generals had been only properly awake��the fatal want was that of powder. Washington found that they had but nine rounds of powder to a musket, and next to none for the artillery. "The world," said Franklin, "wondered that we so seldom fired a cannon; why, we could not afford it!" And all this was disclosed to General Gage by a deserter, and he still lay in a profound slumber! The Ministry at home, scarcely more awake to the real danger, were yet astonished at his lethargy; and they recalled him under the plea of consulting him on the affairs of the colony. He sailed from Boston in October, leaving the chief command to General Howe.

ONE:Under sharp fighting, Wellington crossed the Nivelle on the 10th of November, and proposed to go into cantonments at St. Jean de Luz, on the right bank of the Nivelle; but he did not find himself in a position to obtain supplies there, and he therefore crossed the Nive, and occupied the country between that river and the Adour. Soult made desperate efforts to drive the enemy back; but he was compelled to fall back on his entrenched camp in front of Bayonne; and Wellington went into winter-quarters about the middle of December, but quarters extremely uncomfortable. Their late conflicts, between the 9th and 13th of December, had been made in the worst of weather, and they had marched over the most terrible roads. During these conflicts they had lost six hundred and fifty killed, and upwards of one thousand wounded and five hundred missing. The French had lost three times that number. But the French were at home amid their own people; while the allies were in a hostile country, suffering every species of want. At this moment Britain was sending clothes, arms, and ammunition to the Germans, the Sclavonians, and Dutch; but her own gallant army, which had chased the French out of Spain, and which had to maintain the honour of Great Britain by advancing towards Paris, was suffered to want everything, especially great-coats and shoes, in that severe season. ONE:To prevent further carnage, a committee of the townsmen waited on the governor and council, and prevailed on them to remove the soldiers from the town to Castle William. The successful rioters carried the bodies of the killed in procession, denounced the soldiers as murderers, and spread the[202] most exaggerated accounts of the affray through the newspapers, under the name of "the massacre." Captain Preston and his men were arrested and put upon their trials before a jury of the irate townsmen. Nobody, for a time, would act as counsel for the defence; but at length John Adams, a young lawyer, undertook the office, and made the case so plain, that not only Captain Preston, but all the soldiers were acquitted, except two, who had fired without orders, and these were convicted only of manslaughter.

ONE:The restrictions, however, if not to any great extent a practical grievance, were felt to be a stigma utterly undeserved, and the necessity for an annual Indemnity Act continually reminded a large, influential, intelligent, energetic portion of the nation of their inferiority to the rest of the king's subjects. The Government felt that public opinion was against them. They therefore allowed the Bill to go into committee without opposition, and there they adopted it as their own by carrying certain amendments. It passed the Commons by a majority of 44, the numbers being 237 to 193. From the tone of the debate in the Commons it was evident that the Government was not sorry to be left in a minority. In the House of Lords the measure encountered more opposition. Lord Eldon, exasperated with the treatment he had received from the Ministers, denounced it with the utmost vehemence. When he heard of its success in the Lower House, he was in a state of consternation.Byng went in pursuit of the Spanish fleet, which was assisting in the conquest of Sicily, and came in sight of twenty-seven sail of the line,[41] with fire-ships, ketches, bombs, and seven galleys, drawn up in line of battle between him and Cape Passaro. So soon as they were clear of the straits, a council was held to determine whether they should fight or retreat. They came to no resolution, but continued to linger about in indecision till Byng was down upon them. Whereupon he utterly destroyed them (August 11, 1718).

TWO:Lord Lovat was the last who was brought to the block for this rebellion, and we will conclude our account of it with his trial and execution, though they did not take place till March, 1747. Lovat had not appeared in arms, nor committed any overt act, and therefore it was difficult to[110] convict him. The cunning old sycophant hoped to elude the law, as he had done so often before, but Murray of Broughton, the brother of Murray, afterwards Lord Mansfield, to save his own life, turned king's evidence, and won eternal infamy by sacrificing his own friends. He not only produced letters and other documents which amply proved the guilt of Lovat, but threw broad daylight on the whole plan and progress of the insurrection from 1740 onwards. The conduct of Lovat on his trial was as extraordinary as his life had been. He alternately endeavoured to excite compassion, especially that of Cumberland��who attended this, though he avoided the trials of the other insurgents��by representing how he had carried his Royal Highness in his arms about Kensington and Hampton Court Parks as a child, and then by the most amusing jests, laughter, execrations, and tricks, to puzzle or confuse the witnesses.The third topic discussed at these conferences was the nature of the relations then subsisting between France and Spain, and the projects of the former power in reference to the latter. These were explained by the Minister without any reserve, and with no symptoms of apprehension that they would be disagreeable to Britain, or of anxiety as to the result, whether they were so or not. He frankly avowed that, under cover of the sanitary cordon, 100,000 French troops were assembled; that it was proposed to throw them in two columns into Spain; that one column, of 40,000 men, was to pass into Catalonia, while the other, of 60,000, was to march by the great road through Irun upon Madrid. He stated that the sole object of this invasion was to insure the personal safety of the king, to afford him the opportunity to collect a native force strong enough to enable him to protect himself against the schemes of the Revolutionists��that is, to put down the Constitution. Of course, France said she entertained no views of conquest or aggrandisement, or even of prolonged occupation. She would withdraw her troops whenever the King of Spain said he could do without them, and yield up every inch of territory. In reference to this matter the Duke of Wellington wrote home for instructions, and in reply Canning said:��"If there be a determined project to interfere by force or by menace in the present struggle in Spain, so convinced are his Majesty's Government of the uselessness and danger of any such interference��so objectionable does it appear to them in principle, as well as utterly impracticable in execution��that when the necessity arises��or, I would rather say, when the opportunity offers��I am to instruct your grace at once frankly and peremptorily to declare that to any such interference, come what may, his Majesty will not be a party." To say that England peremptorily declined "to be a party" to the invasion of an independent state, in order to force upon the people a government contrary to their will, was not saying very much, nor putting the objection very strongly. We are assured, however, that the Duke steadily set his face against the project, pointing out that the step would be not only unjust, but impolitic; that it would precipitate the catastrophe which the French Government feared; that the Revolutionists would probably remove Ferdinand from Madrid as soon as they heard of the passing of the frontier by the French troops, and that, even if these troops should reach the capital, the Spaniards would not therefore submit, nor would the king be set at liberty. He argued that a war between France and Spain for such a purpose would be pronounced a war to put down free institutions, and that if France sought the support of her allies, the only one amongst them that had free institutions would feel it her duty to meet such a request with a refusal. Europe would be ranged into two hostile camps, that of absolutism on the one side and of revolution on the other; amid which not thrones only, but settled governments in every form, might be overthrown. In reply to these arguments, both the king and his Minister stated that whatever France might do in the matter she would do single-handed, and that she would not only not apply for assistance from without, but that, if such assistance were offered, she would refuse it. The Duke could not, however, prevail upon the French Government to refrain from bringing the question between France[234] and Spain before the Congress. The king and his Minister both contended that vast moral good would accrue from a joint remonstrance on the part of the Allies against the treatment to which the King of Spain was subjected, and a joint threat that if any violence were offered to his person or family all would unite to avenge the outrage.

But the attempts to reduce the other chiefs to subjection were unsuccessful. An unfortunate collision with the tribes of Ghilzais formed a painful episode in the Afghan war. The Cabul Pass is a long defile, through which the road runs from Cabul to Jelalabad, which it was therefore necessary to keep open for the purpose of safe intercourse between Cabul and British India. The Indian Government thought that the most desirable mode of effecting this object was to pay the Ghilzai chiefs a yearly sum from the Cabul treasury, in order that our troops might not be molested. But retrenchment being determined upon, the money was withheld; the chiefs, therefore, felt that the British had been guilty of a deliberate breach of faith. They were exasperated, assumed a hostile attitude, and cut off all communication with British India. It therefore became necessary to force the Pass, for which purpose Major-General Sir Robert Sale was sent by General Elphinstone from Cabul, with a brigade, of light infantry. On the 12th of October they entered the Pass, near the middle of which the enemy were found posted behind precipitous ridges of the mountains on each side, from which they opened a well-directed fire. General Sale was hit with a ball above the ankle, and compelled to retire and give the command to Colonel Dennie. The Pass was gallantly cleared, but with severe fighting and heavy loss. After this was accomplished, the force had still to fight its way through a difficult country, occupied by an active enemy, for eighteen days. All the commanding points of the hills were held by the Ghilzais, where they were protected by breastworks; and though they had been from time to time outflanked and routed, when the march was resumed and the cumbrous train of baggage filed over the mountains the enemy again appeared from beyond the most distant ridges, renewing the contest with increased numbers and the most savage fury. Since leaving Cabul our troops had been kept constantly on the alert by attacks night and day. Their positions had been secured only by unremitting labour, throwing up entrenchments, and very severe outpost duty. The enemy were eminently skilful at the species of warfare to which their attempts had been confined, and were armed with weapons that enabled them to annoy the invaders from a distance at which they could be reached only by our artillery. The brigade reached Jelalabad on the 12th of November.Lord Castlereagh, in recounting the aid given by Great Britain to the sovereigns of the Continent in this grand effort to put down the intolerable military dominance of Buonaparte, drew a picture of expenditure such as no country had presented since the commencement of history. He said that the nations of the north of Europe were so exhausted by their former efforts, that not one of them could move without our aid; that this year alone we had sent to Russia two million pounds; to Prussia two million pounds; to Austria one million pounds in money, and one hundred thousand stand of arms; to Spain two million pounds; to Portugal one million pounds; to Sicily four hundred thousand pounds. By these aids Russia had been able to bring up men from the very extremities of the earth, and Prussia to put two hundred thousand men into the field. We had sent during the year five hundred thousand muskets to Spain and Portugal, and four hundred thousand to other parts of the Continent. There was something sublime in the contemplation of one nation, by the force of her wealth and her industry, calling together the armies of the whole world to crush the evil genius of the earth.What a contrast immediately presents itself in the generous nature of Steele, in the genial and pure writings of Addison! Both Addison and Steele were poets, Steele principally a dramatic poet, of considerable success; Addison was the author of "Cato," a tragedy, and the "Campaign," celebrating the victory of Blenheim, with other poems. But the reputation of both Steele and Addison rests on their prose. They were the introducers of essay and periodical writings, and carried these to a perfection which has never been surpassed. Richard Steele (b. 1671; d. 1729) has the honour of originating this new department of literature��a departmentwhich has grown into such importance, that the present age would scarcely know how to exist without it. He started the "Tatler" in 1709, issuing it three times a week, and was joined by Addison in about six weeks. The interest with which this new literary paper was expected at the breakfast tables of that day, can only be likened to that which the morning papers now excite. In 1711, the "Tatler" having come to an end, the "Spectator" was started on the same plan, jointly by Steele and Addison, and, this ceasing in 1712, in the following year the "Guardian" took its place. Steele was the largest contributor to the "Tatler" and "Guardian," Addison to the "Spectator." Various of their contemporaries furnished papers, Swift amongst the rest, but there are none which can compare with the vigorous, manly writing of Steele, and the elegant, and often noble, compositions of Addison. The mixture of grave and gay was admirable. In these papers we find abundant revelations of the spirit and manners of the times. The characters of Sir Roger de Coverley, Will Wimble, etc., have an imperishable English interest. The poetic and generous nature of Joseph Addison (b. 1672) was demonstrated by his zealous criticisms on Milton's "Paradise Lost," which mainly contributed to rescue it from the neglect which it had experienced. Addison, after Sir Philip Sidney, was the first to call attention to our old popular ballads, "Chevy Chase" and "The Babes in the Wood," the eulogies on which probably led Bishop Percy to the collection of the precious "Reliques" of the ballad lore of former ages. The "Spectator" and "Guardian" were published daily. Steele afterwards published the "Englishman," with which Addison had no concern, and it only reached to fifty-seven numbers. These two fellow-labourers, both in literature and Parliament, after nearly fifty years' friendship, were sundered by a mere political difference��the question of limiting the royal prerogative of creating peers, in 1719, the last year of Addison's life.[69]
