open-iscsi: cherry-pick fix to recover connection if error is not timeout

Cherry-pick commit cccb4bcc88dc [0] "iscsid: stop connection for
recovery if error is not timeout in iscsi_login_eh" as it looks like a
promising fix for a problem reported by an user in our community forum
[1].
