Very thankful to Menelaos G. Markakis and Diane Fromage for this great special issue on ECB’s accountability and to have given me the opportunity to discuss the ECB´s very often disregarded powers to act as a macroprudential supervisor. Although the ECB only enjoys top-up or subsidiary macroprudential powers it can - indirectly - supervise macroprudential risks in various ways (via the ESRB, via its Opinions or via its powers as banking supervisor). The efficiency of this framework is however sub-optimal at a time where many of these macroprudential risks are growing because of the actions of non-banking financial institutions whose supervision lies in the hands of other authorities. This should probably call for an overhaul of the current framework which in turn would most likely require an evolution of the rules currently governing the accountability of the ECB on these matters.
