Education And Career Development should and are generally connected but now more than ever. The Chips for America Act not only promotes factories be built in America but subsidies it to the tune of $55 billion dollars. Intel which leads America, broke ground in September 2022 on a new semiconductor (MEGASITE) just outside Columbus Ohio. That's a $20 billion investment by Intel which will accommodate 8 microchip factories to meet the demand for newer semiconductor technology. The CHIPS Act goals will require collaboration across government,industry, education, labor unions and community organizations. Included is supposed to be apprenticeship programs collaboration between industry and high schools, community colleges and unions to train 100,000 new technicians people.

I’m excited for this partnership with Arm's Semiconductor Education Alliance. We know we face both a shortage of both quality and quantity of talent in the semiconductor industry. Deloitte estimates more than one million additional skilled workers needed by 2030 to keep up with demand. Now students will be able to access commercial-grade learning experiences in the classroom with Siemens Digital Industries Software EDA tools, learning resources leveraging Arm’s intel. Michigan is making strategic strides in the semiconductor industry, highlighted by the Michigan Economic Development Corporation's (MEDC) focus on increasing the number of skilled technicians and engineers. This move comes as Michigan experiences a surge in semiconductor-related jobs, witnessing a 12% growth from 2015 to 2020. MEDC's Higher Education Partnership Director, Avazeh Attari, underscores Michigan’s significant standing in the national semiconductor workforce and anticipates an 11% job growth over the next five years. To bridge the skills gap, MEDC is funding state educational institutions to enhance training in semiconductor fields. This initiative is part of a larger campaign to stimulate interest and careers in semiconductors across Michigan. A key player in this initiative is Michigan Tech University (MTU), which received $838,000 to develop three innovative programs by 2024. These include short-term micro-credential courses focusing on niche areas like clean room operations, week-long summer programs for hands-on semiconductor experience, and a comprehensive Back-End Semiconductor Curriculum. These programs aim to prepare participants for in-demand roles in various aspects of semiconductor production and testing. MTU's involvement extends from its ongoing partnership with MEDC, which previously led to the creation of the EV Scholars Scholarship Program. Dr. Dennis Livesay of MTU suggests more tailor-made programs are on the horizon, responsive to the state’s industry needs. Collaborating with industry partners like Calumet Electronics, MTU aims to promote these programs widely. By 2026, MTU expects about 400 enrollments in these specialized training courses. Michigan’s investment in semiconductor education not only meets immediate workforce demands but also positions the state at the forefront of a critical, evolving industry. This approach could serve as a blueprint for other regions aiming to bolster their technological sectors and prepare a future-ready workforce. With your latest move, alongside the robust commitments from Micron and Intel to bolster Apprenticeship Programs, the American semiconductor landscape is indeed undergoing a seismic shift. But let's not pop the champagne just yet—I'm about to sound like a broken record, but here it goes again. The relentless demand to upskill, retrain, and cultivate talent is the bedrock upon which we must build the future of manufacturing. It's not just a task; it's a necessity. Picture this trifecta: Academia, Government, and OEMs/Manufacturers, with the latter shouldering the bulk of the burden at the outset. Yes, manufacturing is the workhorse pulling this cart, but without the right talent and innovative thinking driving it, even the sturdiest of beasts can't go the distance. We need to forge these alliances and make sure every cog in this machine is turning at full throttle. The stakes are too high for anything less.

President Biden during his State of the Union address reiterated the significance of bringing back the semiconductor and chip manufacturing to US for national security reasons and for the growth of economy and job opportunities. He also mentioned the creation of high paying jobs in this sector that do not require college degree. The Commonwealth of Virginia through a state-wide cooperative effort manifested in the Virginia Alliance for Semiconductor Technology (VAST) is laying the foundation to address the workforce development in this sector across the supply chain. VAST will provide opportunities for veterans, adult learners, and high school students who want to enter the semiconductor sector to get the necessary hands-on training via its Fast Track to Semiconductor Careers initiative. We’re honored and excited to announce a new partnership! Today, ACC joined @theuniversityoftexasataustin and the @Texas Institute for Electronics to launch a new initiative designed to help make Central Texas a premier hub for comprehensive workforce development that will fuel the needs of the semiconductor industry. Together, we’re building a special program that can serve as a one-stop-shop for an industry in need of skilled labor, creating seamless and coordinated education pathways between UT and ACC to address every skillset on the semiconductor workforce continuum, ranging from equipment technician to semiconductor engineer. Under the partnership, UT and ACC will: Develop a joint Semiconductor Training Center (STC), allowing students at UT, ACC, and nationally to receive hands-on technical training combined with academic theory. It also will host programs designed to transition current workforce talent into the semiconductor industry and advance the careers of incumbent workers. Develop Semiconductor Curriculum & Credentialing. Leveraging faculty from both institutions along with industry experts, this initiative will build stackable skill-based microcredentials and related education activities, with plans to develop K-12 partnerships. The U.S. semiconductor industry is at risk of facing a critical talent shortfall, potentially up to 146,000 workers by 2029, even with the full support of CHIPS Act initiatives. 💼 This shortage could hinder the industry’s growth and competitiveness. My colleague Bill Wiseman highlights the potential impact, warning that understaffing could significantly drive up operational costs, especially since “operating a factory in the U.S. is already more expensive” compared to semiconductor hubs like Taiwan, Korea, Japan, and Singapore. To address this, McKinsey & Company research proposes a range of innovative strategies, including leveraging talent from immigrant communities, military veterans, and workers with transferable skills from related industries such as pharmaceuticals and automotive. Building strong educational partnerships, even with high schools, is also crucial to developing a pipeline of future semiconductor professionals. I also bring emphasis to the fact that, “if students don’t enroll in the courses, that’s not going to solve the problem,” emphasizing the need for proactive efforts to attract talent.
