Scoreboards to improve your European education and research performance The 2023 edition of the European Innovation Scoreboard provides a detailed innovation performance among the EU Member States. This information can help to build consortia covering the European innovation ecosystem. Moreover it supports to transfer education and research results into societal impact. The information of the Regional Innovation Scoreboard can do this at regional level too. Framework programmes like Horizon Europe are powerful enablers for improving innovation performance. Vice versa, leading higher education and research organisation, innovators and start-up companies can improve their framework performance by using the information of the Scoreboards.

The new European Innovation Scoreboard is published! What does it mean for your institution? MAVERICKS helps you to digest and use the information to your advantage. The document provides a comparative analysis of innovation performance among the European Union Member States. Most Member States improved their innovation performance. There is less difference between the strong and modest innovation countries. Denmark is the top innovator in the EU. Other Innovation Leaders are Sweden, Finland, the Netherlands, and Belgium. Austria, Germany, Luxembourg, Ireland, Cyprus, and France are strong innovators, performing above the EU average. Estonia, Slovenia, Czechia, Italy, Spain, Malta, Portugal, Lithuania, Greece and Hungary are Moderate innovators. Croatia, Slovakia, Poland, Latvia, Bulgaria and Romania are Emerging Innovators. Globally, the US and Canada are doing better than the EU. China’s performance level is almost at par with that of the EU. South Korea is considered the best performing country. Both the European Innovation Scoreboard (EIS) and the bi-annual edition of the Regional Innovation Scoreboard (RIS) provide information for building education or RTD consortia and for improving science impact.

During such change, firms often focus on implementing new processes to identify and use external technologies and new markets. Adapting the innovation culture, however, is neglected and results in a nonsatisfying implementation success. Philipp Herzog develops a theoretical framework focusing on differences between Closed and Open Innovation cultures (e.g. NIH syndrome). Based on a multi-respondent survey among R&D employees in the chemical industry, he provides empirical evidence for many of the hypothesized differences in innovation culture.
