Blood boiling to a whole new level over the PO Scandal right now! Guess what: if you want to conduct a criminal investigation, which may result in someone losing their liberty or their good name, LAWS APPLY!!!! POLICIES APPLY!!!! STANDARDS APPLY!!!! It ain't easy and you have to know what you are doing. The Post Office Ltd seems to be holding out, circling wagons, trying to establish a kind of Wild West approach to criminal procedure. This is making them look callous in the extreme/ridiculous to the point of childishness to anyone who has the faintest idea of the territory. AND we ensure suspects know their rights. AND we do not intimidate witnesses. AND we do not abuse our powers. AND we follow all reasonable lines of enquiry - those pointing towards guilt and those pointing away - key word "reasonable". AND we apply a 2-stage test before we approve prosecutions. AND we disclose our evidence. AND we disclose material gathered in the course of an investigation which might "reasonably" be thought capable of assisting the defence or undermining the case for the prosecution. AND we do NOT shred that evidence or say its all a bit much, could we be let off this time please. AND its an on-going duty. AND I've missed stuff, but you get the point. Negotiation is an art, especially in RANSOM cases. It requires patience, expertise and proper strategy. I conducted training at the Police School of Investigations, Garden Headquarters. I explained to the esteemed police officials, the significance of the negotiations and the precautions that should be taken while negotiating with the kidnappers. The key points that I explained are as follows: 1.Don't accept the first ransom offer; 2.Start with a low offer; 3. Don't expect speedy results; 4. Demand proof of life; 5. Expect pressure to be increased while negotiating; 6. Play smartly and not emotionally; 7. Do not promise what can not be fulfilled/achieved.
