It majorly depends on the basis of quality and quantity. However there are other factors like what you want to do with the data for example only extract or transform or extract transform Load & visualize. Next we also consider how complex/simple we want to visualize or represent the data. Considering all factors we need to use tools . Some advance tools are available which can handle all the need of end user

If your data can load in memory (small-data) the preprocessing and transformation are hard if you decide to work with basic tools, instead, tools like R and Python (language tools) can improve efficiency. However, statistics tools are user-friendly if you can buy their licenses. I'd consider python as a very helpful and easier language for data classification. -It offers lots of library to classify data. I'd mention here Scikit- learn, Tensorflow and Keras. These libraries have dedicated packages which can be imported such as Logistic Regression , ID3(decision tree), Naive Bayes,neural networks, etc. The above mentioned algorithms can be easily tuned based on the input types and the output expected.

Then you should utilize the programming tools or graphical tools based on your expertise in coding. Ideally the programming tools will help you create processes for "at-scale" implementation. So you can create workflows and implement it across your organization. Graphical tools can help there too but not all tools are capable of developing workflows.

So, depending on the data like its modality and features one has to look for an appropriate tool or classification algorithm.
