This plan will be developed well before the handover of all new buildings during the formulation of the Building Operations Plan. All parties who will be involved should an evacuation occur will be consulted at an early stage.

As per the HSE management system of the organisation there must be an emergency drills plan as part of the HSE plan, this drill plan is a monthly plan covering all possible emergency scenarios through the year, the scenarios should be reasonable and related to the workplace hazards, the drill should be reported/ documented and evaluated by writing all disadvantages raised during the drill, then action plan shall be issued to correct all the raised disadvantages and followed up by HSE department onsite, if this system is applied, the workers' awareness for emergency response and preparedness is increased and their performance is well monitored and improved over time.

I think effective communication is key in situations where probably prior planning, regular training/drills have not being established or minimal awareness level for staff on emergency evacuations. Public address/communication systems are very critical in such situations to ensure safety of lives and evacuation procedures are adhered to.
