I believe their is no goals a manager / leader can achieve unless it's transparently aligned with team. Mostly you will find team/front line/middle level mangers will be reluctant to take the aspirational/higher targets or newer goals for next FY and they may have certain logic also to support their reluctance. However as a leader you can do a walk the talk give them assurance of working along side and show them the realistic big picture to think big and aspire big and grow big (incentives/promotions). Therefore as a process, leader should set the aspirational yet achievable goals/target, explain the goals and show the logical path to achieve the goals, then no team will feel crippled or challenged to take on the responsibilities head on.

I say this from experience, contrary to popular belief, empowering and letting your team to work independently works wonders. Managers who let me do that, made me feel more responsible about what I was doing. It makes the employee understand that they do make a difference and builds a sense of ownership that simple doesn't come when someone is micromanaged.

This I can say with my experience, while growing up this was a penchant desire in me too to get recognized. Therefore as leader we must have a process in place to not let an opportunity go to recognize monthly/quarterly/half yearly/Annually to your sales or other deptt resources if we see them taking extra miles to complete their task. This goes a long ways and builds a competitive environment among the peer group to work more, deliver more results and get recognized. At times we can simply send out personalized emails or WhatsApp too to recognize their effort. All of it works well for team to get recharged and work ever more harder.
