Project management tools are the best way to set goals and have them broken down with the exception that someone needs to be assigned to each task and a due date.. If one of those two things don't get assigned it tends to get missed. It also reduces emails and communication can be in the one place. I personally love Asana but it is a personal preference or in corporate whatever the preferred supplier is.
