How do you handle? Finally, keep a timer and promote the old adage, to be brief, be brilliant, and be gone. I.E. speak clearly and summarize.

This works great. Assigning roles and then switching these roles in every such discussion. This gives everyone the opportunity to gain variety of knowledge and experience. You can also make it rule to speak or save time. This might not work in large organisations but works well in small tight knit teams where leaving the table or not having the opportunity to voice out is considered a bane.
