All of the above. Accountability on all levels.. but communication on cause and effect are imperative, weekly is good. A portion of pay should be related to the KPIs that support this measure, but not enough to cause high turnover. Enough to make an actively engaged employee want or reach for more. Example Safety KPIs w/at small bonus effect are enough to let everyone know their failure to be safe will cause the entire region to not get a bonus!! Even if the offender is not published everyone will want to know who??? Only one guy was in an accident...
