One thing that a lot of people don't realise is you have to start working on the business case for your promotion 6-12 months in advance! It is not always possible for your manager to get you a promotion mid cycle. Usually it happens once a year, maybe twice. You need to let your manager know you want a promotion and then work on the plan with them to get you there. Asking during your performance review is too late!
