We are the arena of choice for intra- and inter-regional open source and open standard collaboration in Europe, amongst public and private sectors as well as individual contributors. Today, open source is widely recognized by policymakers as a unique tool to achieve ambitious European-wide goals like the digital commons and digital sovereignty. As digital transformation accelerates and open source innovation continues to be a critical competitive differentiator, we established Linux Foundation Europe, a Bruxelles based non-profit, in September 2022 under the leadership of General Manager, Gabriele Columbro. Linux Foundation Europe’s mission is to accelerate the growth of thriving open collaborative efforts focused on challenges and opportunities of all European constituencies, from individuals to public and private sectors, while providing an on-ramp for European projects and companies to succeed and collaborate on a global scale.

We’ve just published our annual The Linux Foundation report on key trends and priorities of the open source community in Europe 🇪🇺🚀 Based on a survey of hundreds of practitioners and interviews with dozens of subject matter experts, it's packed with insights about open source in Europe: emerging practices, the implications of new regulations (e.g. CRA & AI Act), the growing importance of open source in AI, and more. Some key findings: 📊 We asked the open source community which technology would benefit the most from being open sourced? This year, most (43%) said ML/AI. 🤔 But what does it mean to “open source” ML/AI? Confusion about #opensourceAI and openwashing underline importance of agreeing on a definition... 📜 The EU AI Act’s conditional exceptions for AI models released under free and open source licenses further highlight urgency of a definition --- which components of models must be shared and under which licenses? 🧮 In the Model Openness Framework, we offer some guidance in this regard, breaking down models into code, data, and content components with appropriate license recommendations: https://lnkd.in/gCzRYHUt 🔍 Safety is a key concern. Many public and private sector organisations are not adopting open models due to limited transparency and auditability. Improving transparency and safety of open source AI is a top priority. 🏛️ Governments are stepping up public interest efforts: UK’s AI Safety Institute has open sourced its LLM evaluation software Inspect AI (https://lnkd.in/gZVtqqaj), while France is supporting development of a data science commons via funding (e.g. scikit-learn / :probabl.) and open LLMs via access to compute (e.g. Big Science Workshop).
