After changing out the NVR and adding the cameras and IP address, I am unable to connect to the app on workstation. Able to view on the web but not on the app. Cloud says it is connected but unable to reach. Idea's?

It sounds like there may be an issue with the settings or connection on the app. Check the app settings and make sure the cameras are properly configured. It could also be a network issue preventing the app from connecting. Try restarting the app and NVR, and ensure that the correct IP address is being used.
