As you can see on the official web page, the video calls are free of charge and you can call anyone who also has Skype. If you call someone that is using Skype and you are charged for this, you will need to contact your network service provider.
You can't do that because it has a strict privacy regarding this sort of things. You can't find the IP address. Sometimes the location is defined in the user's problem.

Last Seen is when they were last online (in any status).
Last activity is when they actually DO something on the system (make call, send an IM, etc).
It's necessary to know both pieces of information to see if someone is able to actually be at the PC/system to take a phone call. For example, my system has my last seen usually always updated, as Skype auto launches on ALL of my computers. However, when i'm not around, or watching a movie, for example, my last activity may be a few hours old. This let's my work team, for example, know that i'm not actively at my computer.
In order to fix the issue, right-click the Sound icon from System Tray and select Playback devices. Right-click anywhere in the provided window and check the Show Disabled Devices option. After that, select your speaker device and click the Properties button. Set Use this device (Enable) as device usage, click OK, select the device again and press the Set Default button. If it doesn't help, go to Start, type dxdiag and open the utility. Click the Sound tab, check your audio card model and download and install the latest drivers available from the developer's page. If you still have issues, uninstall and reinstall the software.
