A way to publish logos and generate/deliver PyCon US voucher codes before a contract is uploaded (required to mark a sponsorship as "Finalized"

Reason for change

• So sponsor deliverables can be fulfilled while contract is being discussed/still out for signature
• Improving workflow of fulfilling benefits/getting sponsor teams registered when contracts go out close to the date of the conference
