GA backup - no data of "ga:users" before 2017

Problem with backup of GA-UA into Google Spreadsheet recommended in Google Help: https://support.google.com/analytics/answer/13851096

Problem is with property ga:users with data range before 2017 - examples:

• If you use data range 2013-01-01 - 2023-11-01: you see only zeros
• If you use data range 2017-01-01 - 2023-11-01: you see proper values
• If you use data range 2013-01-01 - 2016-11-01: you see only zeros
  It looks like problem with date before 2017, then there are no results (even fresh data).

By the way property "ga:newUsers" is without problem and there proper data in whole data range.

Could you check it please?
