History
The Colegio ng Lungsod ng Batangas traces its beginning when Mayor Eduardo B. Dimacuha issued executive order No. 26 dated August 20, 2005 creating the Committee for the establishment of the Pamantasan ng Lungsod ng Batangas that will “provide quality but affordable education nore particularly to our talented but poor student populace.”The Committee was chaired by Atty. Narciso Macarandang with the following as members: Atty. Reginald Dimacuha, Mr. Felipe Baroja, Engr. januario Godoy, Dr. Rossana Barrion, the late Treasusrer Benjamin Pargas, Dr. Angelito Bagui, Atty. Edelwina Sabido, Mr. Edelberto Perez, Mrs. Leticia Chua, Mr. Manolo Perlada and Mrs. Luz Amparo.Thus began the spadework for the Committee drafting of the Charter, preparation of the curriculum, the organizational structure of College officials, faculty and administrative personnel, the school side and facilities, and all other documents pursuant to the requirements of the Commission on Higher Education for the degree courses and of TESDA for the 2-year courses.However, Ordinance No.16 had to be amended pursuant to a directive from the Commission on Higher Education that all new institutions of higher leaning have to start as a college. Another Ordinance No.1 s. 2006 dated February 20,2006 was passed changing the name Pamantasan ng Lungsod ng Batangas to Colegio ng Lungsod ng Batangas.The permit to operate from the CHED was issued on April 11,2006 which states that: “In ordinance with the pertinent provisions of Republic Act (RA) No. 7722, otherwise known as the “Higher Education Act of 1994”, and by virtue of Resolution No.R420-97, series of 1997, of the Commission, the Colegio ng Lungsod ng Batangas, Batangas City, is hereby authorized to offer the first year level of the Bachelor of Science in Commerce (BSC-major in Management) Course, effective Collegiate Year(CY) 2006-2007. The authority herein granted shall rename in force and effects as long as the grantee sustains the required standards for the said course in the budgetary allocation for its operation are provided for and maintained.”Having completed its task, the Committee work was terminated and the responsibilities was taken over by the Board of Regents as a policies - making body compose of Mayor Eduardo B. Dimacuha as Chairman, Atty, Teodulfo A Degiuto, Dr, Rossana A. Carmelita A Barion and Engr, Januario B. Gudoy, Ched Director Isabel Inlayo as ex-officio member wiyh Atty, Edelwina E. Sabido, as BOR Secretary and the College Officials namely, Atty. Teodulfo A. Deguito, College Administrator; Dr. Angelito B. Bagui, Dean of Instruction; Mr. Felipe M. Baroja, Registrar; Mrs. Luz B. Amparo, College Secretary; Mrs. Ma. Elena P. Boongaling, Program Head BSC; Dr. Feliciana F. Adarlo, Program Head Education; Mr. Manolo M. Perlada, Program Head ICT. Personell for Administrative and Academic concerns worked on their respective assignments.They are Mrs. Asther P. Marasigan, Accountant; Mrs. Hiyasmin A. Candava, Guidance Counselor; Mrs. Evangeline B. Ditan, Librarian; Mr. Gerry B. Agregado, Budget Officer; Mrs. Teresita M. Kalalo, Personnel Officer; Mr. Roberto Allen O. Pargas, Cashier; Dr. Leonor A. De Guzman, Digna M. Lumanglas and Dr. Marilou B. Hernandez for Medical and Dental Staff; Mr. Lopez C. Gonzales, Maintenance, Property, Supply and Procurement Officer; Mr. Aristeo M. Villena, Security Head.The pioneer faculty members worked on their own preparation for teaching. They are Marjorie C. Espeleta, Marrianne A. Gumacal, Meliton C. De Guzman, Angelito P. Bukis, Feliciana F. Adarlo, Angela J. Banuelos, Teodulfo A. Deguito, Lerma F. Agtay, Glenda D. Garcia, and Luciano I. Asilo, Jr.For its initial offering, the Colegio opened courses for two four-year degree programs- Bachelor of Science in Elementary Education and Bachelor of Science in Commerce and two two-year courses- Computer Programming and Computer Technician.As the first semester of School Year 2006-2007 Three hundred two (302) students have availed of free College Education on the initiative of Mayor Eduardo B. Dimacuha and the support of the Sangguniang Panglungsod and city government department heads and employees.June 5, 2006 goes down in the history of the Batangas City as a very significant day as the Colegio ng Lungsod ng Batangas opens its doors to 302 students; 65 in the BEED curriculum; 80 in BSC; 77 in Computer Programming and 80 in Computer Technician.
